NEWS REVIEW, REPUBLIKA SRPSKA

BANJALUKA - Bulgaria is interested in the economic cooperation with Republika Srpska (RS), as well as in the cooperation between a Sofia University and a Sarajevo University, this was concluded at a meeting of the Republika Srpska President Biljana Plavsic and the Bulgarian ambassador Mark Markov, which took place in Banjaluka. They also talked about the current political and economic matters and the implementation of the civil provisions of the Dayton Agreement. A delegation of the Bulgarian Economic Chamber has already visited RS and established first contacts which are to be continued in the future. The RS president also met with the charge d'affaires of the French Embassy to Sarajevo, Julien Basard.

BANJALUKA - The judiciary of Republika Srpska is to be one of the conditions for and a confirmation of democracy and civilisation. It is to be a court before which a man will not be a subject of authority, but a subject of decision-making, stated in Banjaluka the President of Republika Srpska Biljana Plavsic, at a scientific assemblage titled 'The Building and Functioning of a Judiciary System of RS'. She pointed out that within next few days more than 50 participants, scientists from Republika Srpska and the FR of Yugoslavia are to discuss 'the most important issues for our young country'. President Plavsic assessed that 'for the purpose of having a strong legal state it is necessary to carry out a review, i.e. a modernisation of the legal system'.

BREAK - The USAID organisation is to invest some $ 3,7 million in the Brcko area, while the municipal authorities obliged themselves to stick to the deadlines and the provisions of the Dayton Agreement. Namely, the mayor of Brcko, Miodrag Pajic, the mayor of the Muslim part of Municipality, Munib Jusufovic, and the mayor of the Croatian part, Mijo Anic, signed a Memorandum on Understanding at the office of supervisor in Brcko. The Memorandum was, on behalf of the USAID organisation, verified by Kreg Back. Along with the reconstruction of a railway bridge on the Sava, this organisation is to invest some $ 1,2 million in the electricity supply and about $250.000 for the water supply in Brcko.

SARAJEVO - The departure of Serbs from Sarajevo after the signing of the Dayton Agreement represents the greatest failure of the international community, stated Carl Bildt leaving his post as a High Representative to B&H. 'Frankly, I hoped that Sarajevo will remain a multi-ethnic city, with more Serbs and Croats in it', stressed Bildt, adding that 'the greatest danger for the sequel to the mission in B&H represents day by day greater economic difference to the detriment of Republika Srpska'.

SARAJEVO - The new high representative of the international community for Republika Srpska and the Federation of Bosnia and Hercegovina, Karlos Westendorp, believes that 'once when the suspected war criminals are brought before the Hague Tribunal, it will be possible to achieve progress in the peace process'. 'This issue must be solved urgently', stated Westendorp in Sarajevo.

SARAJEVO - The former High Representative to B&H, Carl Bildt, and the newly- elected, Karlos Westendorp, held a press conference at the Holiday Inn Hotel in Sarajevo, mainly restating well known stances. As the greatest failure of his, i.e. a failure in his work, Bildt asserted the occurrences in Sarajevo after the signing of the Dayton Agreement: 'We tried to prevent the consequences, but the fact that so many people of different affiliations left Sarajevo will be a great burden for the future'.

BANJALUKA - A member of the Main Board of the Serb Patriotic Party (SPAS) of Republika Srpska, Milivoje Zaric, warned that the international community accuses Republika Srpska of nonfunctioning of the Federation of B&H which is in fact a dead letter for a long time. 'Such a policy is aimed at breaking the Dayton sovereignty of RS and creating a unitary B&H by various blackmails', pointed Zaric at a press conference in Banjaluka.

DOBOJ - The former commander of the SFOR Nordic-Poland Brigade in Doboj, general Gunar Lundberg, is replaced by the newly-elected commander, Karsten Muller. During the transferring of authority, general Lundberg was ordained by the NATO Supreme Headquarters with a Legion of Merits.

DOBOJ - The new commander of the SFOR Nordic-Poland Brigade Headquarters, general Karsen Muller rejected the possibility for his unit to guarantee the return of refugees to the suburban settlements of the municipality of Doboj. 'This is what the civilian bodies are to do, and first of all the local police', Muller restated the statement made by Lundberg.
