SRBINJE - The president of the Electoral Commission of Republika Srpska (RS) Petko Cancar, appealed voters to register themselves for the elections on time, since there are some indications that citizens who fail to so would not be able to vote next year for all-level elections. "Constitutional right of voters is to register themselves, and RS is responsible for organisation of registration. Of course, it is everyone's subsequent decision to vote or not", specified Cancar. Cancar added that meetings between presidents and members of the local electoral commissions held last week in Srbinje, Banjaluka, Bijeljina and Sokolac were "very purposeful".

BANJALUKA - The RS president Biljana Plavsic, will receive high representative for civil affairs Carl Bildt.

MODRICA - A trial to Ferid Halilovic, accused of war crimes against civilians, will continue tomorrow in front of grand Jury of the Main court in Modrica. The main hearing started on April 19 by Halilovic defence against charges for three murders of prisoners in Odzak, Novi Grad and Bosanski Brod camps, for rape and torture of which caused permanent disability of some prisoners.

BEOGRAD - Freedom of movement has fairly grown into freedom of arrest, when in question travelling of Serbs from RS for the Muslim-controlled parts of B-H Federation, warned Belgrade's daily "Vecernje Novosti". "In the first half of May only, Muslim police arrested and kept in prison Vladislav Andzic, Nedeljko Bratic, Svetko Gacanin, Gajo Dursun and Bosko Kuzmanovic", claims the paper.

PARIS - Documents testifying about war crimes committed by Bosnian Muslim are kept by the USA under lock and key, so that the Hague Tribunal can peacefully continue its farce, claims "European news" in the feuilleton "The Hague Haven't Seen Justice". "There is too much written testimonies, statements and other evidence about who is the perpetrator of the slaughter in Markale market place, who fired at queue for bread, how Muslims killed UNPROFOR soldiers to declare Karadzic and Mladic responsible for these and many other crimes done by ill-minded Muslim leadership in its game against innocent civilians", writes Dejan Lukic, the author of the feuilleton.

CLEVELAND - Human rights activists will ask that UN establish a permanent international court, which would be professionally, politically and financially able to arrest all suspects for crimes against humanity. Even thought the moment for establishment of such court is favourable, the main challenge comes from the great powers, especially USA. "Clinton administration officially supports the concept while privately is worried about its establishment", claims the US daily L.A. Times. Washington prefers establishment of a provisional court as the Hague Tribunal is, which is not empowered and which is subject to decisions of the UN Security Council, where the USA can place veto on processes unacceptable for Washington.

SARAJEVO - South from Mostar, only grass and leaves can be green, started the president in the B-H Presidency Kresimir Zubak, reports Radio-Sarajevo. "Bosnian Croats' prior objective is a new territorial-political arrangement, i.e. revision of municipal borders, which would result in new Croat municipalities with independent administration", believe the Croatian Democratic Union (HDZ) leaders.
