SARAJEVO - The 28th regular session of the Republika Srpska (RS) Government started today in Pale. There are several motions for the decrees, decisions and information from various fields, as well as the preparations for tomorrow's session of the RS National Assembly, which is to be held on Jahorina, on the agenda. The ministers are to vote for the proposals of a decree on the establishment of a Service for the joint affairs of the republic bodies and RS Government Secretariat, and are also expected to give their opinions on the Agreement on the conditions and way for the realisation of transportation and links between the Republic of Serbia and RS. They will also deal with information on the preparations in the Provisional Electoral Commission and the activities for the establishment of a civilian air transportation in RS and air space, the realisation of the contract signed with the JUPROM Nevesinje, the activities on the building of the Bijeljina-Samac line.

SARAJEVO - A session of the Council of Ministers of B&H commenced at the Faculty of Electrical Engineering building in Lukavica. The Council's co- chairman from RS, Boro Bosic, confirmed to journalists that the agenda will be defined during the session.

BANJALUKA - Within the European rectors' conference, a meeting of rectors of universities which are included in the programme of the work of the AIMOS university web, is expected to take place in Thessaloniki tomorrow, at which a contract on the joining of a Banjaluka University to this association will be signed. An initiative for the inclusion of the University of Serb Sarajevo in the AIMOS will be also launched, says the announcement which was made available from the RS vice-president's Cabinet, Dragoljub Mirjanic.

SARAJEVO - On the occasion of April 4, the fifth anniversary of the forming of the RS Ministry of Internal Affairs, the chief of the General Staff of the Army of RS (VRS), brigadier general, Pero Colic, sent a greeting to all the personnel of the Ministry. 'The day you have chosen for the holiday of yours is of an historical importance for the Serbian people, having in mind the role you played on that day', says the greeting.

SARAJEVO - The Norwegian Red Cross, in cooperation with the ICRC, completed a six-month job on the repairing of the Psychiatric Hospital at Sokolac, which has about three hundred beds, reports the ICRC from Pale. 'Even though physical conditions are far better than before, still a lot has to be done on the training and motivating of personnel', stated the project's director, Evan Lauritsen.

DOBOJ - The Muslims from the suburban area of Gradacac, have been looting the Serbs in the zone of separation, near Modrica, carrying away the construction material needed for the repair of the war damaged houses, reported IPTF Office representatives from Tuzla at a press conference in Doboj. IPTF spokesman, Andre Anieli explained that the Muslims, Halid Numic and Ismet Numanovic from Gradacac grabbed the construction material of the immense value, which was owned by a Serb, Petar Pejic, from Gornji Krecani.

DOBOJ - The engineers of the RS Army and the Muslim/Croatian Federation Army intensified their activities on the mine clearing in the wider Doboj area, but the percentage of their destruction is still minor, assessed SFOR at a press conference in Doboj. The Nordic-Poland Brigade spokesman, Arthur Bilsky, said specifically that only 24 mine fields were cleaned in B&H in the period from the peace establishment until the present moment. According to the SFOR data, the total of a million of mines were registered in the wider Doboj area.

AMSTERDAM - The World media, as if according to some kind of an agreement, neither are interested in nor paying any attention to the legal proceeding of The Hague Tribunal against the three Muslims who committed crimes in the concentration camp of Celebici, so because of the above we can conclude that everything that was said in the Court was left out of the reach of the public. Although, all these media were largely showing their interest in the proceeding, the public was kept blind and uniformed about the shocking testimonies of the Serbs who might brought a balance in the present reporting from the Hague Tribunal where, as according to some sort of a rule, the Serb side was always held responsible.

STOCKHOLM - The authorities in Croatia and Serbia have not done enough for the creating of conditions for the normalisation of the situation in the Sremsko-baranjska District before the upcoming elections, stated Zoran Djindjic, the head of the Democratic Party, after his two-day visit to Sweden. 'In that context I expect that a new wave of refugees will start coming to Serbia, for I know that there are major turmoils, he stressed.
