SARAJEVO - The president of the National Assmelby of Republika Srpska (RS) Dragan Kalinic, assessed in Pale that the Agreement on Special Parallel relations between RS and Yugoslavia "would be the further RS contribution to stabilisation of peace and acceleration of reconstruction and development in the whole of region of the former Yugoslavia". "The Agreement is not directed against some third party, especially its purpose is not to attack the existence of B-H, in way it is defined by the Daytona agreement", announced Kalinic, adding that this act is - in political, legal and economic aspects - founded on the Dayton agreement.

BANAJLUKA - The president of the Serbian Radical Party (SRS) for RS, Nikola Poplasen, assessed in Belgrade that the Agreement on special relations between RS and FRY "does not offer anything new, for it is empty and is not obligatory for anyone". At a press conference, Poplasen stated that there is no clearly defined paragraph in the Agreement, or one pertaining to establishment of tighter linkages between RS and FRY. "There was an agreement between FRY and the Republic of the Srpska Krajina, which was not fully respected", stated Poplasen.

BEOGRAD - The vice-president of the SRS , Tomislav Nikolic, assessed the Agreement on special relations between RS and FRY as an act "which belong to political marketing of the ruling parties in Serbia and Monte Negro". "The agreement would have its weight, had FRY last night recognised RS and allowed its integration with FRY, under Yugoslav constitution", stated Nikolic for Radio Jagodina.

BEOGRAD - The vice-president of New Democracy (ND), Cedomir Mirkovic, assessed that the Agreement on special parallel relations between RS and FRY is of a great importance for the Serbian people, but also for the political stability in the Balkans and Europe. "The agreement represents a new stage in revival of the Dayton agreement", stated Mirkovic.

BEOGRAD - The president of the Congregational National Party (SNS) Slobodan Rakitic, assessed that the Agreement between RS and FRY does not reflect the logical relations between the two states. He said that "This agreement gives an opportunity for subsequent interpretations, opposed to the existing relations which should be made official".

PODGORICA - The member of the RS Senate, Momir Bulatovic, assessed that the Agreement on special parallel relations between RS and FRY as being an expected bridge linking the Serbs on two banks of the Drina.

PODGORICA - The Agreement on special parallel relation between FRY and RS is an desperate step by Yugoslav authorities to ease people, particularly RS citizens have not reason to be thankful to Milosevic and Bulatovic, stated the spokesman of the National Party of Monte Negro, Zelidrag Nikcevic.

AMSTERDAM - Simultaneously with the organisation and implementation of 1996 general elections in RS and Federation of B-H, a very bitter political battle between EU and USA took place, says a Dutch diplomat, Ed van Tajn. Van Tajn, who was the chief of the International Mission for Supervision of the Elections in B-H, analyses, in his book titled "The Mood in Sarajevo" events in relation to tense relations between USA and EU, immediately before the elections.

CLEAVELAND - The New York Times writes that even three years after the signing of the Washington Agreement, the Federation of B-H did not get to life. In Mostar, which is the symbol of the Federation, trenches are being dug, and border of Muslim-Croat division are being redetermined, because the days when reaction to crisis in the former B-H were immediate passed long time ago.

MOSCOW - The Russian president Boris Yeltzin will talk on March 22 in Moscow with the representatives of European Council and European Commission, Vin Kok and Jack Santer, on relations between Russian and European Community. They will also consider the NATO expansion, but the issue will be discussed during a meeting of the Russian foreign minister, Yevgeny Primakov with NATO secretary-general, Havier Solana, next week in Moscow.
