DEC. 16, 1996 DAY

NEWS REVIEW, REPUBLIKA SRPSKA

BRCKO - The president of Republika Srpska (RS) and commander-in-chief of its armed forces, Biljana Plavsic, warned in Brcko that "without this city, there is no RS, no Dayton agreement and no peace". "We let them know that in the event they aspire to the Brcko area - there are some such combinations in the Federation of B&H as well as around the world - there will be no peace and no Dayton agreement, for all the Serbs will fight and defend themselves, regardless of the consequences", said the RS president, while addressing the soldiers of a barracks in Brcko. Pointing out that politicians at the diplomatic table will fight for this they wish to take away from RS, president Plavsic stressed that "the Army has to show by its will and good organisation that Brcko is an untouchable area, dangerous for any Serb enemy".

ZVORNIK - RS premier Gojko Klickovic, assessed that modernisations, preparations and enlargement of the Army are the priority tasks of the RS government within the next one hundred days. In an interview for the Zvornik "Srpski glas", Klickovic stated that "we have to have a modern and well-equipped army which will be capable of defending the RS territory at any times, for, as he added, we are all familiar with the environment that we are living in and with the state of affairs on the ground".

ZVORNIK - Representatives of the Zvornik authorities informed the International Commission on settling the zone of separation, that by capturing of Jusici and Dugi Dio (the villages in RS), Muslims from the Tuzlansko-podrinjski canton intend to take over better tactical positions in order to cut the RS into two parts.

PETROVO - The Serbs of the community of Krtovo (the Mt. Ozren area) which partially belongs to the Federation of B&H rejected a humanitarian aid offered by the Lukavac Red Cross and the Tuzlansko-podrinjski canton Red Cross, interpreting the gesture as a well thought-out provocation. The Petrovo Red Cross announced that the Krtovo residents understood the arrival of a Muslim humanitarian organisation as a well thought-out manipulation aimed at informing us that this community is within the Federation border lines.

KOTOR-VAROS - Muslim premier Hasan Muratovic, accused the leaders of the Croatian Democratic Union (HDZ) in the Federation of B&H, of performing a nationalistic policy and of their destructive acting aimed at "breaking up Bosnia and its statehood". In a statement for the Muslim Radio, Studio- Zenica, Muratovic warned of the establishment of some Croatian parallelled governing bodies in some parts of the Federation, which, according to him, is a clear sign of a deviation from the idea of a unified Bosnia.

SARAJEVO - The international mediator for the Croatian/Muslim Federation, Christian Schwarz Schilling's attempt at bringing together the attitudes of the Croats and Muslims in Jajce failed because the Croatian side insisted on the joining of Pougarje to this municipality and on the realisation of already reached agreements on the return of refugees, primarily in Bugojno. As the Croatian radio reports, following separate and then common meetings with the Croatian and Muslim representatives that lasted for almost eight hours, Schilling made a five-point agreement which he ultimately offered to the Croatian side.

AMSTERDAM - The official Dutch News Agency - AMP broadcast that a special unit of the Croatian Armed Forces (HOS) slaughtered some hundreds of civilians from the Republic of the Srpska Krajina (RSK) in August, 1995 who found a shelter in the vicinity of Dvor-na-Uni. A member of the UN staff for humanitarian affairs in the former Yugoslavia, Stephen Bold stated that the UN soldiers and officers knew about these massacres all the time and that as they assessed some 200 to 300 Serbs were killed at the time.

BELGRADE - By gathering on the plateau in front of the Faculty of Philosophy, students of the University in Belgrade will mark the 26th day of protests at noon, and as it is expected, they will be joined by students from Nis. At about 13:00hrs, they will start a march from the plateau along Terazije, Slavija, Bulevar, JNA, the Kalinic market place, the Proleterskih brigada street, Bulevar Revolucije and the Square of Nikola Pasic, continuing their protests.

BELGRADE - Spokesman of the Zajedno [Together] coalition, Slobodan Vuksanovic, stated in Belgrade that a court in the municipality of Smederevska Palanka ordered the local electoral commission to hand over control of the Municipal Council to the opposition coalition.
