SEKOVICI - This war created a new reality - Republika Srpska (RS) - in which the Serbian people reached its liberty and democ racy, stated the president of the RS National Assmelby Momcilo Krajisnik, at the Serbian Democratic Party (SDS) preelection rally in Sekovici. "There is no more CroatMuslim coalition to dominate us. We are the masters in RS", addressed Krajisnik to about 3,000 assembled citizens.

LOPARE - The president of the RS National Assembly Momcilo Krajisnik, assessed at a rally of the SDS in Lopare, that the Serbs "are not divided by regions or ideology". Krajisnik warned that "we must prepare ourselves for the defence of RS, and in the case that the MuslimCroat fundamentalism revives, we will succeed in the defence by way of creating the better future for our citizens".

NOVI GRAD - The RS prime minister Gojko Klickovic, stated at SDS preelection rally in Dobrun, near Novi Grad, that "although Frowick considers a possibility of postponing the elections in the whole, the RS will implement them, in accordance with the Dayton agreement". "There is no Serb national state W of the Drina unless the Serbian people come out, on September 14, for a national option", stated Klickovic.

BERKOVICI - The main reason for postponement of the local elections was a presumption of some international power centres that the SDS will take the overwhelming victory, which is not acceptable for them, as for the Muslims either, stated the SDS secretarygeneral and candidate for the parliament, Vlado Vrkes. At a preelection rally, he stressed that "the SDS has a task to protect the Serbian people an their vital interests, and the SDS means - Serbdom, democracy and liberty - which are to be main tained though RS institutions".

SARAJEVO - The RS minister of justice, Marko Arsovic warned that the decision of OSCE mission chief, Robert Frowick, to postpone the municipal elections represents a rigorous violation of Article 11 Paragraph 4 of the Dayton agreement, concerning the elections. In his letter to the OSCE chief Flavio Cotti, minister Arsovic makes mention that the Dayton agreement set September 14 as the furthest deadline for the holding of the elections at all levels, pointing out that the question is about a "fixed deadline which, literally nobody has right to change".

BRCKO - The OSCE Regional Office in Banjaluka spokesman Thomas Millerina stated that the main reason for postponement of the local elections in RS and the CroatMuslim Federation is the "manipulation with the Form P2 in RS and abroad. "The irregulari ty in the voters registration in RS was noted two months ago, of which the Sarajevo Office was informed. The irregularity concerns various pressures made upon the voters to register themselves for voting in absence", stated Millerina, adding that the largest portion of the manipulations were noted in Yugoslavia and Germa ny.

SARAJEVO - The Party of Democratic Action (SDA), the Patri otic Bosnian Party and the Party for B-H, called on boycott of the voting abroad, due to reported unresolved issues about the registration of Serb refugees. They accused the OSCE of postpon ing, instead of resolving the mentioned issues". According the OSCE spokesperson Agotha Kuperman, this Organisation is dissoci ating itself from such calls."

TUZLA - The president of the MuslimCroat Federation, Kresi- mir Zubak, stated in Tuzla at the preelection campaign of the Croatian Democratic Union (HDZ), that "OSCE should delay the elections at all levels, unless it is ready to punish the Serbs now." "The Serbs are given the right to vote for central authori ties and bodies in RS, and at the same time they are denied the right to vote for municipal bodies."

SREBRENICA - The Socialist Party for RS held a preelection rally in Srebrenica to present its programme. Even though the complete party's leadership was expected to arrive, only the first named on the list for deputes and the SP RS vicepresident Dragutin Ilic turned up at the rally, calling the residents to come to elections and "seal out the statehood of RS".
