Speaking about the forthcoming September elections, Ostojic said that "certain international factors urge the Muslim side to, first of all, make the situation concerning the Dayton agreement complicated. The aim of the Muslim side is to, if they can not obtain the delay of elec tions, obstruct the same, thus putting the blame on the RS".BELGRADE - Igor Pantelic, Belgrade's attorney and defence attorney of the RS president, Dr. Radovan Karadzic before the Hague Tribunal assesses that the Hague Tribunal is under the direct US influence. In an interview for the paper, Nedeljni Telegraf (Daily Telegraph), Pantelic said that the Tribunal "is an anthill wherein courses of policy, diplomacy and some intelli gence agencies are being crossed, and this all under the mantle of struggle for the power of law and the principle of righteous ness". BELGRADE - At the request of the family of late general Djordje Djukic and other persons that found themselves victims of the Hague Tribunal, a group of Belgrade's attorneys started an initiative for bringing the Tribunal to face justice. The attor neys are looking for a way to sue the UN, as the Tribunal's founder, thus submitting the charges to the authorised court in New York. BANJALUKA - The Provisional Electoral Commission (PIK) decided to extend the deadline for registration of refugees, who express desire to exercise their right to vote at the upcoming elections, to July 31, 1996, says a communique issued by the OSCE Office in Banjaluka. The communique also says that "the deadline extension will make it possible for refugees to register them selves on time and vote at September's elections". BELGRADE - The spokesman of the National Party of Monte Negro (NS CG), Zelidrag Nikcevic, assessed that the pressures by the international community upon the RS leadership and people "have exceeded all bounds". Regarding the threats that if Dr. Radovan Karadzic remain the SDS president, the Party will not be allowed to participate at the elections, Nikcevic stressed that this way "the mere act of democracy and democratic elections is completely disavowed". NOVI SAD - The spokesman of the Municipal Board of the Democratic Party (GO DS) in Novi Sad, Gordana Comic stated that "the decision not to participate at the elections is the personal decision of President Radovan Karadzic of RS, that is the matter of his statesman's feeling"."The position of DS towards the latest Dr. Karadzic's moves is positive, because we are of an opinion that he has subordinated his personal attitude to the interest of the RS people ", explained Mrs. Combic. BELGRADE - The chief of the Information Service of the UNHCR Office in Belgrade, Malwan Elkory stated that the return of refugees, planned by the Dayton agreement, is slowly unfolding, because refugees have no place to return to. He reminded us that the return for at least 850,000 refugees and displaced persons has been planned. BIJELJINA - Out of 40,000 refugees and displaced persons, presently living in the area of Semberija, more than 16,000 have so far entered the voter registration lists, says the secretary of the Provisional Electoral Commission in Bijeljina, Dragan Vujic, assessing that the voter registration in this part of Srpska will be finished by July 19. BRATUNAC - Two offices of the Municipal Electoral Commission in Bratunac and a mobile team on the ground have thus far regis tered about 9,454 voters, of which 4,450 are refugees that ex pressed wish to vote in their present place of residence. DOBOJ - The Municipal Board of the Serbian Democratic Party (OO NSDS) of Doboj, condemned the Muslim attack on journalists of Doboj's opposition paper Alternativa, that occurred on July 5, following the solemn opening of the bridge on the Usora, near Doboj. "This, that happened on the Usora, once more showed that the militant leadership of the Muslim part of the former B-H choose no means to achieve their radical aims, thus putting the implementation of the Dayton agreement into jeopardy", says the communique issued by OO SDS. SARAJEVO - According to the announcements from the White House, the preparations for the upcoming elections should be dealt with at today's London consultative meeting of the Contact Group's experts for the former B-H. Clinton's administration has, for some reason, considered it appropriate to announce, just a day before the meeting, that no decision will be made in London. Therefore, very sensitive consultations concerning the American European relations with Russia are, judging by delicate Washing ton and London's announcements, hidden behind an intentionally generalised construction that the Contact Group is to deliberate the preparations for the elections and the implementation of the Dayton Agreement, says SRNA's journalist Zeljko Grujic in a commentary titled "Inspection of IFOR's Dayton mandate?".
