ATHENS - The Greek press transmits an estimation by the "Human Rights Watch" that the Dayton agreement is not going to be implemented the responsibility for which bear first of all IFOR, U.S.A. and western European government. This organisation reports that "nothing has been done thus far" to guarantee the unimpeded free and democratic elections in the former B-H which, should take part by mid September,as the American insists so as to use the same elections an trump for the preelection campaign of the current US president Bill Clinton.

LONDON - Wellinformed British military sources claim that IFOR commander in the former B-H, U.S. admiral Leighton Smith, was silently replaced "by his sudden decision to retire" for he expressed much more "caution towards the Serbs than it was required and desirable". Smith is reproached for, allegedly, repeated refusal to mediate in the protection of the Dayton principles, because of fear that the possible incidents could have grown into a situation like the one seen once in Somalia.

BRCKO - Four registration centres were opened in Brcko for the identification of voters for the upcoming elections in Republika Srpska (RS). All citizens are due to by June 15 regis ter themselves with their identification card or other appropri ate document at one of places determined for the registration.

BERLIN - The main topics for the June 13 and 14 Florence Conference on the Former B-H will be the upcoming elections in this former Yugoslav republic and the possibility of extending of IFOR's mandate, writes "Berliner Morgenpost". The paper writes that the international community is doing all to enable the Muslim refugees residing abroad to vote in states hosting them.

ZURICH - An article titled Different Signals of the U.S. Policy in the Balkans, the "Nue Zuricher Zeitung"' Washington correspondent assesses that Clinton's administration is not willing to take risks from the field of foreign policy, in the preelection period.

BRUSSELS - The NATO expansion to countries of central and eastern Europe will inevitably place a question of revision of the Washington agreement from 1949 on the North Atlantic Treaty Organisation founding, assesses general Robert Close, commander of the former NATO Belgian contingent in Germany. "Article 5 of the agreement, guaranteeing Alliance members defence from any sort of attack, today looks weakened by drastic reduction of the European conventional armament in the recent years".

MOSCOW - The legal Chechen government assessed that OSCE mission chief in Chechnya Tim Gooldman overstepped his mandate, and declared him persona non grata. In the explanation it says that OSCE representatives with their chief Gooldman overstepped their authorisations, accusing Gooldman of taking part in "provocative happenings" in Chechnya". /end/
