[01] SUPPORT TO STANDS OF LEGAL STUDENTS ORGANIZATIONSPrime Minister of the Republic of Serbia Mirko Marjanovic received yesterday the delegation of the largest students dormitory in Belgrade - Students Town, which is gathering 7,000 students. Students informed Prime Minister Marjanovic that an enormous majority of students had condemned the so-called 'students protest' and militant attempts for the benefit of the political interests of political parties to place in jeopardy the regular process of studies, and even the completion of this academic year.Prime Minister underlined that the Government of the Republic of Serbia is devoting special care to students and student standard of living and that in future it will continue to give its support to the progressive ideas of the student youth contained in the requests for prosperity of the young, perspectives for a better standard of living and for high quality conditions of studies. Serbia Today, 1997-04-08 ; Politika, 1997-04-08[02] FRANCISCAN MONASTERY SHELLEDIn the village of Kraljeva Sutjeska near Kakanj in Bosnia-Herzegovina, in the region under the Muslim control, three mortar shells were fired on the Catholic religious building, Croat media report. The same source is claiming that the remaining Croats in Kakanj are frightened and anxious because of this terrorist attack. On this occasion the question arises again of formation of the new Croat municipality with its full local self- government, which is something that Muslims do not even wish to hear about.Serbia Today, 1997-04-08 ; Tanjug, 1997-04-08[03] MUSLIM STATE IN BOSNIAAccording to the claims of the latest issue of the Sarajevo monthly magazine "Dani" ("The Days"), a team of experts of the Party of Democratic Action is investigating the possibilities for creation of a Muslim state in Bosnia-Herzegovina. "Dani" magazine writes that the primary task of experts is the creation of an ethnic Muslim state in the part of territory of Bosnia-Herzegovina, whose goal is "prosperous survival and regeneration of the Muslim people". It is also stated that the team of experts was established with the approval of Alija Izetbegovic.Serbia Today, 1997-04-08 ; Tanjug, 1997-04-08[04] HVO REFUSES TO JOIN THE FEDERAL ARMYThe United States have so far invested 500 million US dollars in the project "Equip and Train" for purpose of creating a single federal army of the Muslim-Croat Federation (MCF). However, the Commander of the Joint Chiefs-of-Staff of the Army of the Muslim-Croat Federation, Rasim Delic accused the Croat Defense Council (HVO) of performing silent obstruction of the federal army, and said the following: "If such a trend is to continue, it is possible that another program of training and equipping will be established, but this time only for the Muslim army". Muslim Radio Sarajevo claims that there is no cooperation at all between Defense Minister of the Muslim-Croat Federation, a Croat Ante Jelavic, and his deputy, a Muslim Sahid Mahmuljin. Radio Sarajevo concludes that the federal army is sharing the fate of the entire Muslim-Croat Federation, which was established three years ago in Washington D.C., but did not yet start to function.Serbia Today, 1997-04-08 ; Tanjug, 1997-04-08[05] LAW ON PUBLIC INFORMATION - SECOND DRAFT VERSIONThe second draft version of the Law on Public Information will be submitted for debate at this evening's panel discussion in the Assembly of Serbia. It contains one completely new provision which reads as follows: "State authorities and bodies of local self-government shall be held liable to make accessible under equitable conditions to the mass media the information from their competencies, except for the information which in accordance with law are considered confidential". Instead of the provision from the first draft version, according to which private television channels can not cover more than 25 percent of population of Serbia, and neither may the private owners have in their possession more than 20 percent of the daily newspapers, the new clause reads as follows: "Monopoly shall not be permitted". "The Law will obtain its final form only after the debate which will this time be slightly shorter than in the case of the first draft version", pointed out Minister Radmila Milentijevic.Serbia Today, 1997-04-08 ; Politika, 1997-04-08[06] KOSMET CAN NOT BE A SUBJECT OF FOREIGN INTERFERENCE"Kosovo is primarily the matter of global state interest and it can not be the subject of political party debates. The state is above and beyond all political parties and the problem of Kosovo is within its competencies", underlined the vice president of the Yugoslav United Left (JUL) Aleksandar Vulin, on the eve of the round table on Serbian-Albanian relations which is to be held in New York. He further underlined that "Kosovo can not be the subject of interference by any one outside of the frontiers of this country".Serbia Today, 1997-04-08 ; Tanjug, 1997-04-08[07] GERMAN SOCIALISTS IN THE FEDERAL PARLIAMENTRepresentatives of the deputy group of the Socialist Party of Serbia in the Assembly of Yugoslavia had talks yesterday with the delegation of the Party of Democratic Socialism in the German Parliament, about the actual political situation in our country and the need for promotion of economic cooperation between the two countries.Deputy president of the deputy group Ivica Dacic pointed out that Germany for a long time was the main economic partner of Yugoslavia. While speaking of Kosovo and Metohija, Dacic underlined that "talks about the exercise of rights and level of rights and freedoms in Kosmet are necessary, but in our country, without internationalization of this problem", stating that this is the reason why representatives of the Socialist Party of Serbia did not go to New York to attend "the so-called Serbian-Albanian dialogue". He also pointed out that Kosovo is an example of double standards of the international community, because it is everywhere striving against ethnic cleansing, while Kosovo is a classic example of ethnic cleansing, where at the beginning of this century Serbs in Kosovo were a majority, to become now because of the ethnic cleansing population of only some 20%. President of the deputy group of the PDC Gregor Gizi underlined that the dialogue between the two parties, in spite of different views, was never suspended. He stated that Party of Democratic Socialism is one of the few deputy groups in which there are also non-party personalities. There was also discussion about the need to integrate soon Yugoslavia into the international financial organizations and institutions, the implementation of the Dayton Accords, return of refugees and visas. Serbia Today, 1997-04-08 ; Politika, 1997-04-08[08] INTO A COMPREHENSIVE REFORM - WITH DETERMINATION"Development must be based on interest", said the Deputy Prime Minister of the Federal Government, Danko Djunic, M.Sci. at the press conference held yesterday in the Federal Government. Magister Djunic also announced an aggressive initiative of the Federal Government aimed at clarifying eventual obstacles on the road of reintegration of Yugoslavia in the International Monetary Fund and the other institutions. He pointed out that the international community has used the already agreed upon preferentials "for a new pressure which has nothing to do with preferentials", underlining that "Yugoslavia has fulfilled and is fulfilling all of its obligations undertaken in the Dayton Accords", and that "the problem is that all the time some new demands appear".Regarding the succession to the property of the former Socialist Federal Republic of Yugoslavia, Yugoslavia will strive to find solutions which are acceptable most of all for us, but also for all the other interested parties. While commenting on the implementation of reforms and the aid of the international community, Magister Djunic underlined that the reforms with the aid which Yugoslavia will request and with the inflow of funds from abroad would be easier. "But even if this aid is to fail, this will not stop the determination of the Federal Government to decisively implement the reforms, using in this the lessons from some other countries in transition and going towards the solutions demanded by the international institutions, from the International Monetary Fund and the World Bank, up to the World Trade Organization", emphasized Deputy Prime Minister of the Federal Government. Serbia Today, 1997-04-08 ; Politika, 1997-04-08[09] REFERENDUM IN THE SREM AND BARANJA REGIONCentral commission for conducting the referendum on the future status of the Region announced that 99.51% of 77,236 inhabitants who voted at the referendum declared itself in favor of the wholesome Region. At the referendum 77.4% of the eligible voters took part, who are 103,108 in total, from which number 2,833 for justified reasons were absent. President of the commission Petar Mrksic is of the view that this referendum has confirmed the will of the people to live within the Region. President of the Assembly of the Region Vojislav Stanimirovic has convened for today the session of the parliament when the deputies will pass the final decision on taking part at the elections scheduled for April 13, 1997.Serbia Today, 1997-04-08 ; Nasa Borba, 1997-04-08[10] SECRET GRAVES AND JAILSPresident of the Croat Helsinki Board, Ivan Zvonimir Cicak stated that in Krajina some 2,000 persons were killed and that the Croat authorities have precise data on the number of killed and imprisoned Serbs who are detained in public prisons and secret jails in Croatia, but that the authorities are refusing to submit these information to the international organizations. "I know that there is also a confidential report on at least 500 assassinated- liquidated Serbs in Western Slavonia", said Cicak and added that he has informed the Government of the Kingdom of Sweden that Croatia is planning to return three thousand exiled Bosnian Croats to Croatia instead of to Bosnia, in order to carry out colonization of Krajina and other areas of Croatia emptied of its Serbs. Cicak also had drawn the attention to the fact that money allocated for the refugees (to settle again) will not be paid to individuals but will be pooled in the state treasury. Behind the cute title of Ministry for Reconstruction and Development, actually is hiding a powerful political center for the execution of ethnic cleansing, claims Cicak.Serbia Today, 1997-04-08 ; Politika ekspres, 1997-04-08[11] REN: WARNING TO ZAGREB BECAUSE OF HARASSMENT OF SERBSSpecial UN rapporteur for human rights Elizabeth Ren warned yesterday Croatia that because of harassment of Serbs in Croatia a new exodus of Serbs from Eastern Slavonia may occur, France Press reports.Ren expressed her regrets because of serious violations of rights of Serbs in Croatia, quoting the example of beaten up children in Okucani and burning down of houses in the region of Knin. She warned that these incidents represent an obstacle for the return of Serbian refugees to their old homesteads. Elizabeth Ren is also saying that measures undertaken by the Government of Croatia are "completely inadequate". Serbia Today, 1997-04-08 ; Politika, 1997-04-08[12] DELEGATION OF THE FEDERAL ASSEMBLY VISITS SEOULDelegation of the Assembly of the Federal Republic of Yugoslavia, in its capacity of a full member, is to visit Seoul and attend the 97th Conference of the Interparliamentary Union.
