[01] KLEIN RECEIVES THE LIST OF PERSONS EXEMPT FROM AMNESTY
Chief of the UN transitional administration of Eastern Slavonia, Jacques
Klein stated that the Croat Government made a final list of 150 persons who
are in its opinion to be treated as war criminals and who are exempt from
the Law on Amnesty. Klein added that the Croat Government has submitted to
him this list which he will convey to the Executive Council of the Srem and
Baranja region.

[02] YUGOSLAVIA PREPARED EVIDENCE ON CRIMES OF ANOTHER SIX MUSLIMS
Federal Committee for Gathering Evidence on Crimes Committed Against
Humanity and International Law, requested the extension of the indictment
on to another six new names of Muslims, whom it holds responsible for
crimes committed against Serbs in the prison camp of Celebici and in the
area of Konjic, the crimes committed from May to December 1992. During the
trial proceedings which are now conducted before the Tribunal in The Hague
for crimes committed in Celebici against Zejnel Delalic, Zdravko Mucic,
Hazem Delic and Esad Lanlja, the Yugoslav side on the basis of collected
documents and witnesses, requested for the indictment to be extended also
against perpetrators Miralem Musinovic, Mitko Pirkic, Dr. Safet Ciba, Relja
Balic, Dr. Rusmir Hadzihuseinovic and Dr. Jasmina Guska.

[03] PRECEDENT IN THE UN PRACTICE
The United Nations Security Council adopted presidential communique on the
situation in Mostar, which is a precedent in the practice of this world
organization. In this communique, published last Wednesday, there is
condemnation of the blood-shed in the western part of Mostar of February 10,
1997, but not with a single word is there a mention of what kind of
incident it was, who shot at whom and who is in fact being blamed and
condemned by the Security Council for this incident. The incident, let us
recall, occurred when Croats and Croat local police in western Mostar
opened fire on Muslims who came to visit the cemetery in this part of the
city, which is held under the Croat control and where Croats are not
allowing any Muslim to enter. In the communique, however, there is not a
single word of mention of either Croats or of the Croat police or of the
Muslims. Thus this official paper of some fifteen members of the Security
Council which are having pretensions at being the center of decision-making
of the world organization, is clearly confirming that the United Nations
are not respecting the principle of equitable and equal treatment for all,
no matter who they are. Security Council members have obviously done
everything to avoid every condemnation and criticism of Croats in western
part of Mostar who are creating truly major problems for the international
community. Such caution shown by the Security Council in an obvious wish to
avoid criticism of Croats in Bosnia, that same Security Council did not
show when speaking of the other sides in the Bosnian conflict. When Serbs
were to be accused in Bosnia, Security Council did this very often, without
even previously gathering all the relevant information, and neither making
sure of the facts. This is best witnessed by the latest 'discoveries' even
by the American media, as for example the revelation of the fact that
Muslims are alive for the death of whom Serbs were accused and tried and
are still serving penalty in the Sarajevo jails. By applying such policy
Security Council is seriously bringing under the question mark its
credibility and is breaching the postulates prescribed in the UN Charter.

[04] PROBLEMS WITH LOCAL SELF-GOVERNMENT
It is the view of the leader of Bosnian Croats Kresimir Zubak that for the
functioning of the Muslim-Croat Federation in Bosnia-Herzegovina the key
problem is establishment of the new Croat municipalities. This view has
caused turbulent reactions in the local media of the Muslim cantons. The
intention of the Croat representatives is to make from every larger Croat
village in the cantons with the Muslim majority, such as Zenica, Tuzla,
Sarajevo and mixed central Bosnian and Herzegovina-Neretva ones, a new
Croat municipality with completely local self-government. Muslim
authorities have been opposed to this demand for almost three years now,
pointing out that for the establishment of the new municipalities the
ethnic criteria can not apply. Because of the conflicting stands of the
Party of Democratic Action (SDA) and the Croat Democratic Community (HDZ),
more than two months now there is a complete block on the work of
government and parliament of the Muslim-Croat Federation. Some Croat
leaders have threatened that in case there shall be no revision of the
municipal borders for establishment of the 18 new municipalities, there
will neither be the local elections in Bosnia-Herzegovina, which are
already scheduled for mid-September.

[05] OUR CIVIL ENGINEERS AGAIN TO BUILD ABROAD
In the civil engineering field, after almost one decade of negative growth
rate, it is expected to have this year a gradual growth of production. This
was stated by the representatives of this field in the survey conducted by
the Tanjug news agency. It is a general belief that there are basic
prerequisites to achieve in Serbia the planned growth of production of 12
percent in comparison with last year. Secretary of the Association of Civil
Engineering of the Chamber of Economy of Serbia, Nikola Vujnovic says that
the local builders, as already proven partners on the world market, are
counting seriously this year on the activities on foreign markets, most of
all in Russia and countries of the Arab world, while negotiations are now
taking place about some contracts in Africa. There is a detailed
examination of the possibilities for the venture of the local firms on the
building sites of the Republic of Srpska where, after the signing of the
Agreement on Special Parallel Relations between Yugoslavia and the Republic
of Srpska, there was a sudden revival of contacts. The most extensive civil
engineering projects in the country are the construction of the highway
Feketici-Horgos, circular route around Belgrade, highway Nis-Dimitrovgrad
and commencement of works on the highway Leskovac-Macedonian border.

[06] AGREEMENT OF DELEGATIONS OF THE GOVERNMENT OF SERBIA AND OF THE
REPUBLIC OF SRPSKA ON ECONOMIC LINKS
Prime Minister of the Republic of Srpska Gojko Klickovic with his
associates, had talks on Friday in Pale with the mixed delegation of the
Government and businessmen of the Republic of Serbia, about the forthcoming
tasks and carriers of economic linkage between the Republic of Srpska and
Serbia. According to Zivota Cosic, Minister of Industry in the Government
of Serbia, the priority will be given to the construction of the Republic
of Srpska, which means to setting in motion of its industry and
revitalization of the economic resources. "We will start will small
enterprises, because this is the fastest thing to do and will invest in
profitable programs, bearing in mind the joint profit and ventures on the
third markets", said Cosic. Deputy Prime Minster of the Republic of Srpska
Djuradj Banjac recalled that before the war this was a single market with
complementary economy and that the conditions are now ripe for an
accelerated development of related economic branches.

[07] POWERFUL AFFIRMATION OF THE POLICY OF PEACE
The Agreement on Special Parallel Relations between the Federal Republic of
Yugoslavia and the Republic of Srpska, in its character and contents is
opening optimum conditions and significantly helps strengthening and
development of the overall relations which will bind and unite together
even more strongly Serbian people at the spiritual, scientific, educational
and cultural level - stated the Committee for the relations with Serbs
outside of Serbia of the National Assembly of Serbia. Radovan Pankov,
Republican Minister for Relations with Serbs Outside of Serbia, recalled
that Government, the Assembly and citizens of Serbia in total and from the
very beginning of crisis in former Yugoslavia, have invested enormous
efforts, material funds and political will to help Serbian people.
Humanitarian aid was not suspended even at the time of the most difficult
sanctions. Thanks in good part to this aid, Serbian people in the Republic
of Srpska achieved its great historical victory, said Pankov. Serbian
people even under the most difficult hardships manifested maximum
solidarity with the part of its people living on the other bank of Drina
river. In this way it has shown that it is aware of its responsibility to
defend and preserve its interests, but also to understand the interests of
others. The proposed Agreement on Relations between two parts of the same
people will help in an even more successful achievement of these targets,
concluded Pankov.

[08] NEW LAW WILL MAKE POSSIBLE FURTHER DEMOCRATIZATION
In the Radio Pozarevac program "Distinguished Guest", Minister of
Information of the Republic of Serbia, Prof.Dr. Radmila Milentijevic, while
speaking of the new law on information, specially underlined the following:
"We are set on de-regulation, because our society is having a democratic
development. Therefore in the law there will be no code of ethics for
journalists. The code of behavior (ethics) is something that you yourselves
must adopt, but all of you and from all the media and incorporate in it
what you are to agree upon. And you must reach an agreement, regardless of
your personal views, about professionalism, about the absolute freedom of
the profession, but also about an absolute responsibility". Minister
Milentijevic on this occasion recalled that during the past war and
sanctions in the western press, parallel with the policy of these states,
there was an anti-Serbian campaign in course, especially against the
legitimately elected government and President Slobodan Milosevic. "In the
media in the United States and in Europe the image of Serbia is now
changing and it is our task to change the stands of the media which are
having influence on the public opinion about ourselves - through
democratization of society and through the democratization of media", said
Minister Milentijevic.
During her participation at the panel of the Socialist Party of Serbia in
Svilajnac, where there was a debate about the draft version of the new Law
on Information, Minister Milentijevic underlined that the new law will make
possible our venture into the world and further democratization of society.
"We are a part of Europe and its integral part, and this in itself is
arising the need in our society for reintegration also in the field of
information", said Radmila Milentijevic and called upon all the citizens of
Serbia to take part in the public debate on the new law.
At the press conference organized during the meeting of journalists and
reporters of "Vecernje novosti" daily in Palic near Subotica, Minister
Milentijevic presented the basic provisions of the Law, and devoted special
attention to the Board as an independent supervision body which is to be
composed of distinguished personalities of high reputation both among
public and journalists. She also explained that it was the intention of the
Ministry in drafting of this Law to achieve de-regulation in the field of
information, but also to have regulation of responsibility embodied in the
journalistic profession.

[09] AGREEMENT RATIFIED ON SPECIAL RELATIONS BETWEEN YUGOSLAVIA AND THE
REPUBLIC OF SRPSKA
Deputies of the National Assembly of the Republic of Srpska have ratified
on Saturday the Agreement on Special Parallel Relations between the Federal
Republic of Yugoslavia and the Republic of Srpska. While welcoming this
ratification, President of the Chamber of Citizens in the Assembly of the
Federal Republic of Yugoslavia Milomir Minic stated for the deputies that
the Agreement is an expression of the true needs of the Serbian people.
"This Agreement ascertains the unity of the Serbian people, which is the
foundation of the future relations and which is creating prerequisites for
the development of the people both in the Republic of Srpska and in the
Federal Republic of Yugoslavia", said Minic and underlined that building of
lasting relations is not at the detriment of other peoples.

[10] MINISTER MILUTINOVIC ON AN OFFICIAL VISIT TO FRANCE
At the invitation of the French Minister of Foreign Affairs Herve de
Charrette, Federal Minister of Foreign Affairs of Yugoslavia Milan
Milutinovic arrived yesterday in Paris on an official working visit during
which he will conduct talks about a broad scope of issues important for
further promotion of bilateral relations between the two countries, which
are traditionally nurturing good relations. Chiefs of diplomacies will also
discuss relations between the Federal Republic of Yugoslavia and European
Union and the overall situation in the southeastern Europe. France was the
first western European country to renew diplomatic relations with Belgrade
after lifting of sanctions and has contracted several important projects
with Yugoslavia.
