[01] IMPORTANCE UNDERLINED OF CONTINUOUS POLITICAL DIALOGUE BETWEEN RUSSIA
AND YUGOSLAVIA
President of the Republic Slobodan Milosevic received yesterday Igor Ivanov,
Deputy Minister of Foreign Affairs of Russia, who is on a visit to our
country. During the talks, which were focused on the most important issues
of mutual interest, the importance was underlined of the continuous
political dialogue between the Russian Federation and the Federal Republic
of Yugoslavia, whose bilateral relations and a comprehensive cooperation
are characterized by an uninterrupted and intensive development. The
importance was especially emphasized of a stable interior development of
the two countries and in this connection, it was pointed out that the joint
stand is that the internal problems and issues should be resolved in the
legal institutions of each country, which excludes foreign interference
into the interior affairs of other countries and imposition of the
solutions, which are opposed to the principle of equality in the relations
between states and peoples.
Deputy Russian Foreign Minister was also received yesterday by Zoran Lilic,
President of the Federal Republic of Yugoslavia. During the talks on the
further promotion of the overall relations between the two countries it was
stated that in the economic field many agreements have been prepared and
that after lifting of sanctions the time has come for their full and
accelerated realization. Ivanov conveyed to President Lilic the official
stand of the Russian Federation that it is in the long-term strategic
interest of his country to see preserved wholesome, unique, democratic and
independent Yugoslavia.

[02] AFTER SERBS, CROATS ALSO BRING CHARGES AGAINST IZETBEGOVIC
Further to the trial of Alija Izetbegovic the leader of the Bosnian Muslims,
which is taking place these days in Banja Luka, the charges for war crimes
against this leader were also brought by the Croats and submitted in The
Hague. For the crimes of genocide and ethnic cleansing, further to
Izetbegovic, the criminal charges were also brought against Dr. Safet Cibo.
In the charges it is stated that Izetbegovic is the planer and the one
ordering all the war crimes against Konjic Croats while Dr. Cibo was the
direct perpetrator. The criminal charges are accusing them of organizing
prison camps and killing in the most cruel manner of 57 civilians in their
homes and 39 captured Croat soldiers. Special place in the criminal charges
is occupied by the forcible blood taking from the inmates imprisoned in the
prison camp of Musala (in which at that time there were also 120 detained).

[03] IN THE "STORM" SOME 1,700 SERBS WERE MISSING
From the beginning of the Croat military and police action "The Storm",
from early August 1995 until the end of the year 1996, from the area of the
former Republic of Serbian Krajina 1,692 persons have disappeared of
Serbian nationality, while between 230 and 250,000 were expelled from that
area. In the latest report of the Yugoslav Committee for Gathering of Data
on the War Crimes in Former Yugoslavia, the names are listed of all the
missing persons, with precise data and with the statement that, further to
the other proof, this evidence is also pointing out at the conclusion that
against Serbian population in Croatia the crime of genocide was committed.
The number of killed and victims in "The Storm" was never precisely
determined. In this material it is emphasized that the consequence of the
crime of genocide is that Serbs, as a constituent element of the Croat
statehood, have now become a minority reduced from 12 percent to only 3
percent of the total population of Croatia.

[04] FROM CENTRAL SLAVONIA 70,000 SERBS EXPELLED
The Board of Citizens "Return to Our Homes", an independent and
multinational organization in Zagreb, has sent an appeal for support to the
initiative for an international conference to be held on the persons exiled
and refugees from the areas of former Yugoslavia. Together with the appeal,
also a part of data was revealed pertaining to the ethnic cleansing of
Central Slavonia, perpetrated by the Croat authorities. It was determined
that the Crisis Headquarters of Slavonska Pozega on October 30, 1991 had
issued an order for all the Serbian villages to be exiled which are located
under the Papuk and Psunj Mounts. The message broadcasted many times over
the local radio was aided by the Croat Army by entering the villages and
forcing the people into escape. Croat Army and police forces remained in
that area until the end of that year and during all that time were burning
down and erasing to the ground a total of 185 villages. In them all the
public buildings were burnt down and entire infrastructure destroyed, all
the schools, churches, medical and veterinarian stations. In the same area,
however, there were no war conflicts, which is making this crime even a
graver one. From the Citizens Board "Return to Our Homes" they are warning
of this crime, because most of the expelled population has found refuge in
the area of Eastern Slavonia, Baranja and Western Srem, where they are
living today mostly in the houses of the escaped Croat population. "This
part of the exiled population now in Croatia objectively does not have the
same status with the misplaced persons after the offensives "Lightening"
and "Storm". Croat media are trying to mystify the reason for their escape
into the Eastern Slavonia, presenting it as "voluntary". In the process of
peaceful reintegration of Eastern Slavonia and Baranja the return of these
persons is made impossible by the fact that their entire villages and
property have been destroyed", reads the appeal of this organization. It is
also stated that this action of ethnic cleansing in Central Slavonia was
accompanied by violence and mass violations of human rights. Similar files
"Return to Our Homes" is also having on human casualties and burnt down
villages in the areas of Bjelovar, Virovitica, Daruvar, Grubisno Polje,
Podravska Slatina and Nasice.

[05] PROMOTION OF INFORMATION ACTIVITIES OF THE BULGARIAN MINORITY
Ministry of Information of the Republic of Serbia has allocated 90 thousand
dinars for the equipment of the local radio station in Bosilegrad, which
will promote information activities of the Bulgarian minority in its mother
tongue. This was stated for the press by the President of the Municipal
Assembly (Mayor) of Bosilegrad Sotir Sotirov. With the financial assistance
of the Ministry, in Dimitrovgrad is already in operation radio station with
the programs in Serbian and Bulgarian languages. For the information needs
of the Bulgarian minority further to the newspaper, children"s and a
literary magazines, published by "Bratstvo" from Nis, Radio Television
Serbia is broadcasting a weekly TV magazine in Bulgarian as well as daily
radio programs also in the Bulgarian language.

[06] SHIP BUILDING IS THE ECONOMIC BRANCH WITH THE BEST POTENTIAL
At the yesterday"s meeting of the Coordination Team of the Government of
the Republic of Serbia for Shipbuilding, where the results achieved last
year of this branch were discussed and production plans and exports in the
next year debated, it was stated that the past embargo has had more sever
effects on the industry of shipbuilding than on any other industrial
branch. It was stated, however, that actually this industrial branch is
having the greatest export potentials, because it has a secured placement
of its products on the foreign market, with an extremely high foreign
exchange effect. Great interest shown by the foreign partners for
contracting deals with our ship builders is opening real chances for
extending the capacities and creating new jobs in this branch which in the
forthcoming period should occupy an important place in the structure of our
economy. This was the conclusion of the meeting. In the ship building
industry already in the second half of last year a process of intensive
revitalization of production and exports had started. The growth of
production achieved was 90 percent and of the exports in the entire 1996
were eight and a half times bigger than in the year 1995.

[07] BABURIN: LINKING OF KOSOVO WITH THE ELECTIONS IS INADMISSIBLE
Members of the multi-party delegation of the State Duma of the Russian
Federation, headed by the Vice President Sergey Baburin, underlined last
night that "international organizations, statesmen and politicians of
different countries must stop linking the post-electoral crisis in Serbia
with the question of Kosovo and Metohija". At the press conference held in
Belgrade, after a number of meetings with representatives of authorities
and opposition in our country, Baburin informed about the joint statement
of the Russian delegation. In the statement it is emphasized that the
question of the local elections in Serbia is an interior affair of this
Yugoslav republic. "Determination of the final results of the November
elections should not be postponed, and the solution of all the problems
should be searched on the basis of an unconditional respect of the
legislation in force, bearing in mind also the conclusions of the O.S.C.E.",
said Baburin. Delegation of the Russian Duma is pointing out that the
solution of the present situation in Serbia is important for the stability
not only in Yugoslavia but also in the entire Balkans and is of the view
that their country can best assist Serbia and Yugoslavia by extending the
mutual economic cooperation.
