  • [01] KRSTIC: THERE IS A CONSENSUS THAT PRIVATIZATION IS NECESSARY

Deputy Prime Minister of the Republic of Serbia Svetozar Krstic, stated for the Novi Sad newspaper "Nedeljni dnevnik" that it is good that supporters of privatization are to be found in all the political parties, and that it may be even said now that in the country there is a consensus that privatization is necessary. Therefore, the election of a concrete model of privatization should not be a big problem, said Krstic. According to him, privatization is not an end unto itself, but means for the change of structure of the domestic economy, where the change of the ownership structure is of primary importance, and all the other changes are to follow. Deputy Prime Minister of the Republican Government expressed expectations that the new law on ownership transformation will be in the parliamentary procedure already at the spring session of the republican parliament.

[02] SUPPLEMENT TO THE NEWS BRIEFS: "TARGETS COVERED WITH BLOOD"

It has been well known for a long time now that professor Dr. Radivoje Papovic Rector of the Prishtina University is threatened all the time by an attack on his person. This was neither concealed by the Skypetary (Albanian) separatists, not even by their leaders of structures and asociations, nor by the press printed in Albanian language in Kosmet, which was announcing almost the invitations for killing and "wanted" lists.

The assassination attempt on Rector Papovic, who was for a number of years a sore in the eye of Albanian separatists, is actually more than an attempt at his assassination. There are more and more reflections of the Albanian political, terrorist and criminal lobby which in Kosmet, but also elsewhere, is having a quite clear and precise target: destruction of Serbia within its present borders, weakening of its entity and identity, bring it down to a "banana republic". This would facilitate the achievement of their interests: for a start with the "Kosovo republic", later to be followed by the Greater Albania.

Many things are running simultaneously and in a synchronized way. Terrorism in Kosmet is being executed according to a well determined plan. In phase one, shooting was done mainly on uniformed persons, especially on the members of militia forces, mostly at night and from the ambush. After them it was a turn for the political set to play their role, who as a rule would keep silent for a few days and then deny any existence of terrorist organizations whatsoever, proclaiming everything that happened an internal settling of accounts. In this cynicism so far they had a silent support of the international community which is organizing world gatherings devoted to the struggle against terrorism, while the growing terrorism in Kosmet is not even being noticed. As if it is allowing itself, but only outwardly, the luxury of proclaiming the international problem (terrorism in the south of Serbia) as an internal affair of Serbia.

However, numerous Skypetary (Albanian) political associations are complaining to various world soul-comforters but also to the official organizations, of the "dark", "dictatorial" and "undemocratic" Serbia. And they are profiting from every opportunity to instigate any flame which might burn down Serbia, although it is actually its internal affair. The methods are almost imperceivable. The fact that the President of Albania Salji Berisha and his chief of diplomacy are publicly and insistently supporting every form of turmoil in Serbia may be ascribed to their traditional animosity towards Serbia and Yugoslavia, no matter what they are. But there is a lot of cynicism in the fact that Adem Demadji, a proven enemy of Yugoslavia and Serbia, and some decades ago an organizer of illegal terrorist groups, the man of the most radical stands about the breaking down of this country "by flame and a sword", is profiting from the dissatisfaction of the Serbian people in Belgrade to send to this same people a message in the style "brothers and sisters". While his entire life was devoted to proving what he would like to do to those same Serbian brothers and sisters.

The cynicism is also concealed in the fact that Skypetary (Albanian) leaders are accepting the dialogue, especially in the face of the international community, for the solution of concrete questions and problems, but are building the platform for this dialogue in an organized way on terrorism, political treachery, inciting their own people against their Serbian neighbors and a public denial of recognition of the one with whom they are to have the dialogue - Serbia. The international community so far had a strange viewpoint and was turning a blind eye, ignoring, potentiating or allowing the extortion attempts. If in politics, as a rule, everything is not perceived immediately and at a first glance, in terrorism everything is crystal clear.

[03] CATASTROPHIC RESULTS OF NATO BOMBARDMENT OF THE REPUBLIC OF SRPSKA

The hordes of unknown insects, red snakes and degenerate animals are speaking in favor of the reports by experts that NATO aircraft over the Republic of Srpska were firing also the prohibited chemical pollutants. In Derventa, even the oldest inhabitants are not recalling such a rush of various bugs and reptiles, and many deformities of cattle. In Ozren, where the NATO air strikes of their aircraft were the strongest, the forests have started to ail and dry out, and in the city park of Doboj leaves this summer instead of turning green have turned yellow. Similar occurrences have been registered also in Srpski Brod, Modrica and Teslic. Because of this the District Headquarters of Civilian Protection of these municipalities engaged experts to investigate what is polluting both nature and people. One of the expert teams composed of infectologists, headed by Dr. Slobodan Maksimovic, made a report in which it is determined that there is a presence of poisonous chloro-phenocoll and other compounds dangerous for health. Radioactivity is also increased, especially close to the telecommunication equipment which were the target of bombardment aircraft. Because of this the number of malignant diseases is growing, of respiratory difficulties, of anemia and headache. "In only one year I have treated more patients with signs of radioactive exposure to radiation than over the past 35 years of my medical practice", says Dr. Branko Dabovic, chief of the Department for Infectious Diseases of the Regional Hospital of Doboj. We will inform the World Health Organization of what is happening to us after the NATO bombardment, because it is a question here of a massive and premeditated genocide.

[04] RESPONSE FROM VUKOVAR TO THE CROAT 'LETTER OF INTENT'

Executive Council of the Srem and Baranja Region has sent a letter to the Administrator Jacques Klein with the proposals of the Serbian side for a comprehensive solution of the problem, which is actually a response to the letter of intent of the Croat Government also submitted to Jacques Klein. "Recently we have been given information of the draft documents which are in content and substance below the provisions of the Erdut Agreement, and in every one of them there are less rights and guarantees for the future normal and prosperous life", reads the letter, with special emphasis on the problem of refugees and displaced persons, which in these documents is completely lacking. It is also beyond comprehension that the de- militarization is being understood only as handing over of the Serbian armament, while the Croat side did not renounce on its intention to replace the military component of the UNTAES, after its withdrawal, with its regular army. "This is an emphasis on the feeling of insecurity and anxiety of the members of our community, which could cause in early spring a new exodus", warns the letter. It is further pointed out that it is a Serbian wish to integrate themselves in the Croat state an a single entity, in the form of one county, which was completely ignored "although this is not bringing under the question mark either the territorial integrity or the sovereignty of Croatia". In this we have recognized a clear wish of Croatia to prevent in future through majorization, all the Serbian initiatives, even at the level of a local self-government", states and warns the letter.

[05] ACCORDING TO THE METHODS OF MODERN TERRORISM

On the occasion of the terrorist attack on the rector of Prishtina University, Dr. Radivoje Papovic, in Kosovo and Metohija several protest rallies have been organized where the citizens demanded for the terrorists to be caught and brought to justice. "The assassins have selected Rector Papovic because of his human honor, because of his loyalty to the homeland and his Serbian identity. Because they know well that University is the determinant of the mind and conscience of the people", said the Pro-Rector Dr. Ljubisa Scepanovic at the protest rally of the students and professors of the Prishtina University. "This act of terrorism, neither the first nor the last one, is showing cowardice of people from the bottom, in their attempts to cause constant anxiety and apprehension among the citizens, their attempts to shake down the strongest among us so that they may break us up. However, they will not frighten us", said Scepanovic. President of the Alliance of Students of Prishtina University Zivojin Rakocevic stated that in the world public, with the substitute of thesis, a media image was created of an alleged peril for Albanians. "In Kosovo and Metohija, however, the rights of Serbian people are in peril", he said. Vice President of the Chamber of the Republics of the Federal Parliament and chairman of the parliamentary Committee for Security, Radmilo Bogdanovic, stated that it is indicative that the assassination attempt happened only one day after the visit of the UN special envoy for human rights Elizabeth Ren to Prishtina, where the leaders of the separatist organization were assuring her that their people is in peril in Kosmet. "The assassination attempt by a car bomb is a new way of settling accounts with people in Kosmet, and a very dangerous and ruthless new form of "political fight" of separatists with the non-Albanian population in this our region, but also with Albanians who are included, or wish to be included, in the political, economic, cultural and educational system of Serbia and Yugoslavia", said Bogdanovic.

[06] CONCERN OVER THE HUMANITARIAN SITUATION IN YUGOSLAVIA

Chief of the delegation of the International Federation of the Red Cross and Red Crescent Associations in the Federal Republic of Yugoslavia, Henes Hawkson, stated that the humanitarian situation in the Federal Republic of Yugoslavia is very serious and that the process of aid to Bosnia can not take place at the expense of the refugees in our country. "One year after Dayton there are still 560,000 refugees here, which is causing our constant concern and we are underlining this on every occasion in contacts with the representatives of the international community", said Hawkson. "Transfer of aid is turned towards Bosnia-Herzegovina and its reconstruction, which we support, but it is our stand that this process must not take place at the detriment of the refugees in the Federal Republic of Yugoslavia, whose needs are our constant care", said also Hawkson, suggesting that nevertheless the programs for cooperation with the Yugoslav Red Cross will be limited because of "the fatigue of the donors".

[07] MORE DIFFICULTIES THAN DURING THE WAR

The warehouses of the Red Cross in all the municipalities of Herzegovina are completely empty, and because of this fact this humanitarian organization was forced to stop until further notice the delivery of aid for 73,000 beneficiaries, which was becoming since the end of war more and more irregular and was constantly reducing. According to the Secretary of the Red Cross for Herzegovina region, Brano Dursun, all the stocks of food are exhausted and the most difficult situation in all the municipalities is with flour. "During the war it was easier, because at least some humanitarian aid was arriving. The needs have now remained the same, because most of the enterprises are out of work, and the donors who were sending us food are not appearing any more". The UNHCR has stopped long ago with the food deliveries, and also the aid of the World Food Program has dried out, which was lately the only supplier of this region.

[08] REN SATISFIED WITH THE STATUS OF REFUGEES IN YUGOSLAVIA

Special UN envoy for human rights in former Yugoslavia stated after her visit to the Federal Republic of Yugoslavia, that on the basis of what she has personally seen, she is satisfied with the status of refugees. "I am very dissatisfied and disappointed with the behavior of the Croat authorities who have not done enough to make possible the return of Serbs, most of all to Krajina, which I have written in several of my reports", said Elizabeth Ren. She underlined that she is also dissatisfied with the situation in Eastern Slavonia and that this region must not remain without supervision. While commenting on the situation in Kosovo, Elizabeth Ren condemned the latest incidents of violence and terror, whose victim was also the rector of the Prishtina University. Speaking of the decision of governments of some countries to return Albanians to Kosovo, Elizabeth Ren expressed her concern over this fact because these people do not have secured conditions for accommodation and life.
