[01] LJUBLJANA THREATENS ZAGREB
Beginning with the first of January. Slovenia threatens to discontinue the
delivery of electrical energy from the nuclear works in Krsko if Croatia
does not settle the debts from this year, states Croatian press. The
message addressed to his Croatian colleague, Davor Stern by Slovenia'
Minister of Industry Mr. Metod Dragonja is quoted, that if the debt of 35
billions DM is not paid. Slovenia will discontinue to deliver electricity
to Croatia, since this settles almost a quarter of Croatia's needs for
electricity. This is only a part of the issue between Zagreb and Ljubljana
regarding the nuclear work in Krsko, built jointly by the two former
Yugoslav Republics while still parts of the same state. About the main
problem, the matter of ownership over the nuclear works, the two countries
could not reach an agreement even after six years.

[02] CROATS FROM HERZEGOVINA DEFY COMMON POLICE FORCES
Moslem Radio Sarajevo reported that the Croats from Herzegovina do not
accept the common Federal police forces. The Prime Minister of the Neretva-
Herzegovina Municipality (zupanija) Mijo Brajkovic, the Ex Major of the
Western Croatian part of Mostar, refuses to call the Government session
that would confirm the Bill on Interior Affairs, although it was already
brought into accord on the federal level, reports Radio Sarajevo. The
Neretva-Hercegovina canton, together with the Middle Bosnian canon,
according to the Wien Agreement, should be mixed, meaning the bearer of
establishing the Moslem-Croat Federation. But in this canton, reported
earlier the Moslem Radio Sarajevo, there is no freedom of movement, and the
return of Refugees not only did not begin but the exile of Moslem families
from the Western, Croatian part of Mostar is continued.

[03] WITNESSES OF THE BLOODSTAINED "OLUJA"
Dutchman Ian Blau, an expert of the East European history and Ian Ballast,
pursuing studies of contemporary history, have raised a real storm in their
broadcast on the Dutch radio and an article in HET PAROL newspaper, by
testifying the massacre of about 200 Serbs in Dvor na Uni during the
Croatian army operation "Oluja" in August last year. Among other statements,
they assert that the Croatian army had no arms in 1991. During operation
"Oluja" the army was well armed and trained. I witnessed the arrival of
about 50 percent of arms from Iran. The Croatian army was trained by
Americans, tells Ballast and adds that on the other side, the people were
unprotected, that the Serbs from Krajina put up no resistance at all. On
the base of numerous testimonies. The Dutch historians state that the
massacre of Serbs in Dvor na Uni is a dark episode of the operation "Oluja",
that in the park helpless refugees were killed. The UN forces from Denmark,
according to the Dutch, were only 300 meters away from the site of crime,
but were ordered to stay in their base and could not help. But, Sergeant
Ian Welendorf saw, through his binoculars, how in the neighboring school
yard five handicapped refugees were terminated , and he made a report on
this event. Danish soldiers later found in the same school yard four more
invalids killed. The historians consider that from the 7. till 10. of
August the traces of the massacre were removed, for six mass entobments
were found near Dvor.

[04] CROATIAN ARMED FORCES MEMBERS REHABILITATED
The members of the volunteers' units of the so called Croatian Armed Forces
(HOS). founded by the right wingers Croatian Party for Law by the beginning
of the war, were totally rehabilitated in Croatia. At the celebration in
Zagreb, more than a hundred members of HOS were promoted as officers and
noncommissioned officers of the Croatian Army, on behalf of President
Tudjman's decree. At the time, the official authorities stated that HOS are
paramilitary formations under the separate command of the Croatian Party of
Rights. Recognizing their merits in creating and defending the Croatian
State, Josip Lucic, Croatia' Defense Minister's Emissary, said that he
believes that " we will recover the rest of Croatia peacefully. Were it not
possible, I am sure that the Croatian army will free the entire Croatia.

[05] REFUGEES SHELTERED, PEOPLE SAVED
During the last five years we have managed to provide shelter for more than
700000 refugees and save our people, said Ms Bratislava Morina, Serbian
Commissary for Refugees and assessed what and how much was done and by whom
in fulfilling this task. The citizens of Serbia have taken into their homes
about 90 percent of refugees, so they were the ones to take the main burden
upon their shoulders. Serbian Government provided free health insurance and
free education for the children refugees, sheltered about one hundred
people in collective centers and in this year only, more than 350 billions
of dinars were allotted aiding the refugees. Mentioning the aid of the UN
High Commissariat for Refugees, the international Red Cross organizations
and other humanitarian organizations, and expressing gratefulness for such
aid. Ms. Morina said that the international aid nevertheless consisted of
about 20 percent of the total needs of the refugees/ The trouble is that
the international aid is being reduced for about 40 percent since last year,
says Morina and warns that in 1997 Yugoslavia will face the lack of funds
for the sheltering of refugees.

[06] VOLKOV: EVENTS IN FRY PART OF NATO EXPANSION
The latest events in Yugoslavia in a certain amount represent a direct
threat to the interests of Russia, since the contours of NATO are clearly
visible, stated the Director and the Russian Academy of Science Institute
of Slavistics and Balkanistics, academician Vladimir Volkov. In his
interview to INTERFAX he estimated that in the Western actions aimed at the
events in Yugoslavia, the wish to break up the Serbian unity is clearly
visible, and to put both Serbia and Montenegro, thus the entire Balkans
under the control of NATO. The fulfilling of aspiration to bring into
authority a government that would lead a policy of favoring NATO, would
mean another step toward the expansion of NATO toward the East, said
Russian academician. He is of opinion that OSCE has already shown its one-
sidedness at the very beginning of the Yugoslav conflict and considers the
position of this Organization to be unchanged. Assessing the fabrications
about the events in Yugoslavia as a confrontation between the regime in
Belgrade and the opposition, Mr. Volkov added that any foreign interfering
puts an edge to the interrelations in the Balkans and Yugoslav interior
situation.

[07] MILUTINOVIC: THE REPORTS IS RELIABLE, EFFECTIVE AND WELL-BALANCED
Regarding the report of the Spanish Ex-Prime Minister Phelippe Gonzales,
who a week ago headed the OSCE delegation, Yugoslav Foreign Minister Mr.
Milan Milutinovic stated that, based on the preliminary reading, he
considers the report to be reliable, effective and well balanced. The main
thing being that the report underlines the need for a dialogue within the
system, for an constructive approach and debate in the Parliament and
respective institutions, as well as between the position and the opposition,
said Milutinovic. He also said that the OSCE report states that the
elections were carried out satisfactorily and the majority of people could
voice their beliefs. The report mentions the inclusion of our country into
the international community and, in total, offers an approach to the
situation in our country that we support, said Foreign Secretary
Milutinovic.

[08] PRESIDENT LILIC'S NEW YEAR STATEMENT
It is my belief that today, before all, we must have a sole goal - to
create in peace the conditions for the restoration of industry and thus
enable further speeding up of the development and improvement of the
democratic relations and institutions, civil and human rights, equal
relations with other countries and the international community. says
Yugoslav President Zoran Lilic in his New Year's statement to the citizens
of FRY. Reminding of the difficulties the country suffered during the last
years, President Lilic also said that " There is peace now in our
neighborhood, and the sanctions have been lifted. It was not a gift, but
the fruit of our coherent peace policy, FRY being the guarantee for it. It
is also our pledge to the stabilization of political situation and its
versatile growth both in the Balkans and in Europe. There is never the time,
and least of all the present one, to try to impose , not choosing means,
the individual and group interests beyond the people's and strengthening
the country, which only recently came out of the period of unheard-of
exterior pressures and judgments. There is no authority older that that of
the people. We need stable interior and exterior conditions to increase the
efforts and renew the industry and conditions for a better life. This could
develop into a general effort. We have to be determined to persist in
carrying out the policy program by democratic methods in the interest of
all of us, for peace, unity, industry restoration, social justice,
independence and equal right to enter the European and world integration
flows. In such Yugoslavia, I am sure, there is a place for everybody, for
all the nations and minorities, all religions, all the political parties
and views.
