[02] DECISION WITHIN TWO MONTHS
A statement released by the office of the US mediator Roberts Owen
indicates that the Arbitration Committee for Brcko postponed for February
15th 1997, the deadline for the definition of the status of this town in
northeastern Bosnia. According to the articles of the Dayton Agreement, the
initial deadline was December 14th. Mr. Owen has reached the conclusion
that contrasting positions of the sides involved (Bosnian Serbs and
Moslems) would make it impossible to formulate a solution by this date.
Since the Serbian representative in the Arbitration Committee (Vitomir
Popovic) resigned at the beginning of this month, the body decided to
accept the request of the Serbian side and postpone the deadline for two
months.

[04] MEDALS FOR CRIMES
The decision of the Croatian President to decorate Gen. Tihomir Blaskic,
currently detained by the Hague Tribunal under charges of having committed
war-crimes in Bosnia, "deeply astonished" European Committee Commissioner -
Hans Van Den Broek, stated his spokesman in Brussels. "The EU Commissioner
for Relations with Central European Countries believes that this decision
is in contrast with the spirit of the Dayton Agreement," said the same
spokesperson, quoted by France Press news agency. General Blaskic, member
of the Croatian Defense Council Headquarters, has been indicted for war-
crimes that troops under his command committed in Bosnia between January
1993 and April 1994. The Hague Tribunal indictment charges Blaskic,
together with five other members of the Croatian Defense Council (HVO), for
the massacre of about 100 Moslem civilians. Blaskic turned himself in to
the Hague Tribunal this April.

[05] GHALI: VIOLENCE AGAINST SERBS HAS BEEN MODERATELY REDUCED
UN Secretary General - Boutros Boutros Ghali submitted his latest report on
the state of human rights in Croatia to the Security Council on Monday. The
document indicates that the number of cases of violence against Serbs and
the plundering of their property in regions that were formerly under UN
protection, has been only "moderately reduced". Mr. Ghali stressed his
particular concern caused by the situation in the zone of Knin, stressing
that "violence, robberies and physical assaults" happening there, confirm
that the Croatian Government measures aimed at providing security in the
area are "relatively ineffective".

[06] INCITEMENT FOR THE DEVELOPMENT OF THE COUNTRY
The construction companies are fully prepared to realize the major project
for the creation of a network of trans-Yugoslav highways which will link
Europe to the Middle East, and northwestern and central Europe to the
southeastern part of the continent, the southern Adriatic and the
Mediterranean. Thus, our country will concretize a number of potentials and
advantages: geographic, economic, and transport. It will also undoubtedly
become one of the key links in the overall European and inter-continental
transit system, and rapidly strengthen its position as a medium-developed
country. This has been stressed at the talks that Serbian President
Slobodan Milosevic had yesterday with the general managers of the leading
construction companies that will be involved in the construction of modern
highways across Serbia and Montenegro.
