[01] THE POLICY OF FRY FINALLY PREVAILING
Mr. Zoran Lilic, the President of Federal Republic of Yugoslavia talked
yesterday to the business and political officials of the Belgrade Municipality
of Zemun and Novi Beograd. He said that by insisting upon dialogue, peaceful
solving the crisis and an equal treatment and respecting equal right of all the
nations in Former Yugoslavia, policy of FRY finally and essentially prevailed.
"With the withdrawal of sanctions our policy became fully recognized by the
international community. This give us the right to be satisfied, but we have
also the obligation not to wait and go on with much more stamina and persistence
to achieve the economic recovery of our country", said President Lilic.
According to him, our straightforward strategy, based on the principles of
peace, democracy and mutual respect, was confirmed during all phases of our
engagement, and particularly in reaching the Dayton Agreement, when our
persevering request and our basic approach to the fact that all the nations in
this region should first of all be equal.

[02] FRY CAN EXPECT FULL SUPPORT AND COOPERATION
The conditions are ripe for FR Yugoslavia to be actively integrated into
all the international organization in United Nations system, and the UN Bureau
in Geneva is willing to give its full support, Mr. Zoran Vujovic, FRY Minister
of Traffics, was informed by the General Manager of the UN Bureau in Geneva Mr.
Vladimir Petrovski and the Executive Secretary of the European Economy Committee
Ives Bertello. Mr. Petrovski, coming in the nomenclature of UN Officials comes
immediately after the Secretary General Boutros Boutros Ghali, stated that "this
is the right time for making plans and, as he underlined, the perspectives of
FRY in field of economy are favourable. Bertello said that FR Yugoslavia, in its
effort to reintegrate into the international community can rely on a full
support of the European Economy Committee

[03] AGREEMENT ON REFUGEES SIGNED
Mr. Vukasin Jokanovic Federal Minister of Interiors, together with Mr.
Manfred Canter, German Minister of Interior started yesterday in Bonn a series
of official talks which will follow through his two days visit to Germany/ The
two Ministers signed the Agreement between the two Governments of their
respective countries on the conditions and modalities for the returning of the
Yugoslav and German citizens, due to leave their territories. Mr. Jokanovic,
assesed that the Agreement "gives a strong incentive to the normalization of
relations and renewal of cooperation between FR Yugoslavia and Germany in all
the domains and bringing it back to the level it reached before the
disintegration of former Yugoslavia."
Minister Jokanovic in Bonn also talked to the German Vice Chancellor and
Foreign Secretary Claus Kinkel. During the talks, the full reintegration of FR
Yugoslavia into the international community was discussed, as well as its access
to the European Union long-term financial help and cooperation.

[04] YUGOSLAVIA UNJUSTLY NEGLECTED
The attention of the international community in solving humanitarian
problems in the last period was too much committed to Bosnia, while the Federal
Republic of Yugoslavia was unjustly neglected, was the conclusion of the
documents issued by the International Counsel of voluntary, non-government
agencies and organizations (ICVA), which was yesterday in Geneva presented to
the participants of annual session of the Executive Committee of UN High
Commissariat for Refugees. The documents states that the humanitarian situation
in FRY, accommodating about 650.000 refugees, is " extremely serious" and that
the world is unjustly paying minimal attention to this problem. ICVA suggests to
the international community do correct the injustice and help FRY adequately to
permanently solve the problem of refugees. Since the avalanche of refugees, a
few years ago, reached FR Yugoslavia , nobody has ever pointed so explicitly and
objectively the discrimination of FRY,as ICVA, an organization greatly
recognized throughout the world.

[05] OFFERS FROM ITALIAN BUSINESSMEN
A group of Italian businessmen, executives of the seven leading firms and
consortiums from Parma, mostly of the food industry, offered to Yugoslav partner
the equipment and high technology as well the joint ventures and production
cooperation. At the meeting in the Yugoslav Chamber of Industry and Commerce,
the head of the Italian delegation and the president of the ' TEK EMILIA
Consortium, Mr. Fabio Faber underlined that these firm are the ones which made
the region of Emilija well-known for its first class food industry. He also
emphasized the special interest of Italian partners to participate in the
restoration of industry in Republic of Srpska. The Chamber of Industry and
Commerce Secretary General, Mr. Bosko Markovic reminded that in eight months
this year, Italy was the most important foreign trade partner to Yugoslavia and
invited the Italian businessmen to recommend their Government to fully support
Yugoslavia in its reintegration into the international organizations, especially
in the fields of finance and trade.

[06] POSSIBILITIES FOR DIRECT FOREIGN INVESTMENTS IN OUR COUNTRY
Professor Dr. Milutin Cirovic, the President of the Federal Government
Economic Counsel, in his interview to "Politika" said that our country can
expect half a billion of dollars of direct foreign investments in the first
years after the lifting of sanctions. Asked whether our law is stimulating
enough to bring in the foreign money as direct investments, Dr. Cirovic answered
" Our regulations are liberalized enough, to enable a favourable institutional
basis for the incoming of foreign money. The limitations are brought down to
three branches, meaning the manufacture of arms, for example. The legal security
of the foreign investors is guaranteed, as well as the transfer of profit
abroad, meaning that there is no obligation to reinvest the part of profit. The
foreign investors have the right of management according to the level of the
brought in capital, the right to inspect the business records, and the
engagement of professional auditors. The import of equipment related to the
direct foreign investment is free and freed of taxes and other import duties."
Dr. Cirovic assessed that the strategy of structural reforms in Yugoslavia has a
significant positive impact on the development of the direct foreign
investments.

[07] ESTABLISHING TRAFFIC CONNECTIONS
The first regular bus line Belgrade-Sarajevo-Belgrade after the end of the
war will start on Monday, Oct. 14, 1996. In both directions, everyday. the
passengers will be transported by busses of the Belgrade "Lasta" and Sarajevo
"Centro-trans". Because the ban on using some roads is still valid, the busses
will take a provisional routes. The first ride, on Monday, will be promotional
and the representatives of travel agencies and the press will be the first
passengers. On Tuesday, the delegation from Sarajevo will arrive in Belgrade.

[08] SERBS READY TO PARTICIPATE IN JOINT OFFICES
Mr. Momcilo Krajisnik, the Representative of Republic of Srpska in the
three member Presidency of Bosnia and Herzegovina, expressed the readiness of
the Serbian side to work in the joint offices and invited the representatives of
the other two Bosnian nations to join them, so that the Presidency can continue
its work as soon as possible. It is stated that Mr. Krajisnik also said,
following the meeting with the British Foreign Ministry representative Nicholas
Bonsor that the Republic of Srpska is willing to send its members to the B&H
House of Representatives to sign the solemn oath and enable the joint offices to
function as soon as possible.

[09] MOSLEMS BURNED DOWN SERBIAN FLAG
As yesterday the joint control of the Republic of Srpska Ministry of
Interior members and the members of International Police Forces (IPTF) was
established in Jusici, Dugi Dol and Mahala, where recently the Moslems have
settled, the situation in these villages is still tense. Although the UNHCR
Representative stated that the return of Moslems into these villages was
arranged with Serbs, the representative of Republic of Srpska insist that there
is a lot going behind their backs. So UNHCR states that all the Moslems, who
wanted to return to these villages, gave promises in writing that they will obey
the Republic of Srpska laws. The Moslems in Jusici, however, burned down the
Serbian flag as soon as it was set. Republic of Srpska Minister of Interior, Mr.
Dragan Kijac gave an official announcement on the whole situation, and warned
the IPTF Head, General John Batista, that it is impermissible that the Moslems,
after signing the loyalty statement, burn down the Serbian flag and threaten the
Serbian police. ? The burning down of the State flag is in each country a
serious offense and I expect you to let us arrest the persons doing it, said Mr.
Kijac.
