[01] YUGOSLAV GOVERNMENT DELEGATION IN WASHINGTON
The prospective normalization of the edonomic relations
between FR Yugoslavia and the US was one of the main issues
iscussed by the Yugoslava state delegation - headed by Minister
of Finances Tomica Raicevic - discussed in Washington with the
US deputy Secretary of Treasury David m Lipton and with the Vice
President of the World Bank - Johnis Linn. Both meetings were the
first contact on this level that since the break up of former
Yugoslavia. They indicate signs of normalization of bilateral
relations should be expected soon and that real chances exist of
a rapid solution of Yugoslav membership in international
financial institutions.

[02] KLIKOVAC: NO ADDITIONAL CONDITION FOR THE LIFTING OF SANCTIONS
Federal Deputy premier Uros Klikovac stated that the
Yugoslav Government was not officially informed by any party,
about the conditions for the lifting of the sanctions. The term
"the outer wall of sanctions" is being broaddly used by the
media, and until recently it was unknown to international law,
so that it is quite vague and is being interpreted differently -
Mr. Klikovac remarked. Potential obstacels and terms might be
related only to the elections in Bosnia, and as far as the
reintegration of our country into international financial
institutions - and above all in the UN structure, this depends
minimally upon us - stated Mr. Klikovac.

[03] UNITY - THE FOUNDATION OF A STATE
The rally held on Mt. Javor - situated between the counties
of Ivanjica, Nova Varos and Sjenica, marked the 120th anniversary
of the 1st Serbian-Turkish war and the beginning of the Serbian
struggle for independence. "We might cal Raska Sandzak or call
Sandzak Raska, but historicall feacts confirm that this was the
zone where the Serbian people realized the supreme objective of
any nation - its own state. The recent demands to grant a special
administrative status to the region where numerous ethnic
communities live are not justified, because minority protection
is granted to individuals - members of such communities - and not
to territories where they live", said Prof. Dr. Ratko Markovic -
Deputy Premier of the Serbian Government. "Today, after 120 years
of the 1st Serbbian-Turkish war, dark cluds are hovering over
numerous national objectives of our people. Many - in the country
and abroad - are trying to undermine the state ties between
Serbia and Montenegro , the parliament of some overseas countries
- that didn't even exist when Serbia was a European power, are
now arbitrarily bargaining with Kosovo. Certain foreign policy
makers are determined to dictate our constitution - as if Serbia
were still a vasal state, and as if our people were underaged,
without history and without wisdom", stressed Dr. Markovic and
concluded: "History has taught us well enough that only a united
and harmonious Serbia, relying on its own strength and not on
foreign aid - because such aid is always billed - can permanently
solve major national issues which were lamentably left unsolved
when the time was right."

[04] HISTORICAL ACT
Dr. Basri Plana - an ethnic Albanian and Chairman of the
League of Serbs, Montenegrins, Albanians, Turks and ROmany for
United Serbia and Yugoslavia - stated that the agreement on the
return of young ethnic Albanians to the regular schooling system
has a historical importance. "The agreement is designed to
completely involve the ethnic Albanian community into the state
structure, and what was once will forever become a thing of the
past", said Dr. Plana. He said that this is a logical sequel of
events, because it was known right from the begining that
President Slobodan Milosevic endorses a policy of equality for
allcitizens, according to highest European standarst, so that the
citizens and part of the Democratic League of Kosovo accepts the
reality of a state accepted by all other states.

[05] FREQUENT INVITATIONS FROM LJUBLJANA
Slovenian Prime Minister Janez Drnovsek officially invited
Yugoslavia yesterday to accept the normalization of relations
with Slovenia. "Slovenia is prepared, and fully mature and
responsible for the normalization of relations with FR
Yugoslavia", said Mr. Drnovsek. His statement is another
confirmation ofd the senselesness of the policy regarding
Belgrade pursued by the Slovenian leaders. This also prompted
frequent invitations from Ljubljana for FR Yugoslavia to accept
the offer of normal relations. Proposals and appeals have
recently been made by Slovenian President Milan Kucan and the
Slovenian Foreign Minister Davorin Kracun.

[06] SATISFACTORY RESULTS IN THE ECONOMY
The results achieved by the Serbian economy in the past
eight munths are sattisfactory, said the Serbian Deputy Premier
Slobodan Radulovic in an interview for Radio Kragujevac. Currency
stability has been implemented, and a relative stability of
proces achieved, and the budget expenditures was strictly
controled and covered from real financial sources - specified Mr.
Radulovic. The economic environment indicates that a production
increase can be expected, said the Deputy Premier and
illustrated the Government draft proposal submitted to the
Parialment, namely that starting on October 1st, the
contributions given by the companies be reduced to 1:1. This
ratio - defined after consultations with the Chamber of Economy
and Unions, is not only financially important for the companies
and their workers but also psychologically significant, since we
will thus be approaching a tollerable level for the firms - said
Mr. Radulovic.

[07] TWO OCEAN FREIGHTERS HAVE BEEN LAUNCHED
Two ocean freighter have been launched yesterday in the Novi
Sad Shipyard - the largest ever built in this firm, and wiorth
about 10 million dollars. The ships have been ordered by German
customers. This project symbolizes the return of Yugoslav know-how
on the international market, where we deserve to be - said
Mr. BOsko Perosevic - Chairman of the Vojvodina Regional
Executive Council. "We started building the ships back in 1989,
but the sanctions were a major setback. With the sale of the
ships we will getback all the money we've invested, and we have
signed shipbuilding contracts by the end of this century" stated
the Novi Sad shipyard Manager - Mr. Branko Zmukic.

[08] THE PEOPLE IN EASTERN SLAVONIJA FEEL VERY INSICURE
Ms. Suzan Manuel - Spokeswoman of the UN Liason Office in
Belgrade - stressed that in the Serbian Region of Eastern
Slavonija, Baranja, and Western Srem, the people are feeling
increasingly insecure, for the simple reason that they can not
know "what will happen with them". At the press conference held
in Belgrade, Ms. Manuel said that the latest report submitted by
UN Secretary General Boutros Boutros Ghali does not clearly
reveal the duration of the UNTAES mandate, whilst the UN
Administrator for the Province - Mr. Jacques Kline "ofetn says"
that UNTAES will stay until next July "to allow the adequate
transfer of authority". According to the Erdut Agreement, Ms.
Manuel added, the elections should take place a month before the
UNTAES mandate expires. However, she said - UN experts believe
that elections might be staged by spring "provided that the
question of amnesty and citizenship are settled by November". She
also added that it is evident that "Croatia deliberately
postponed the solution of the question".

[09] CROATS INSIST ON DIVISION
Croatian Radio reported that the Moslem authorities withdrew
the the proposal on the political-territorial arangement of
Sarajevo, previously accepted by the MOslem-Croatian Federation
forums, and that the Sarajevan Croats might be invited to boycott
the elections. The HDZ (Croatian Democratic Community) in
Sarajevo insists that Croatian municipalities with complete local
self-government be formed, even though this was strongly opposed
by the Moslem side.
Mr. Ivica Marinovic - Chairman of the HDZ Chapter in Tuzla -
stated that no Moslem Government that will prevent the local
Croats from creating their own municipality. Mr. Marinovic
affirms that more than 10.000 Croats in Tuzla accepted the HDZ
initiative to create a completely new autonomous county
encompassing 46 localities. "This reveals their extreme political
awarenes and national maturity, and their attitude towards the
multi-ethnic and pseudo-laic Bosnia and Herzegovina." - remarked

[10] HAMMAS AND ISLAMIC JIHAD CENTRES IN BOSNIA
Fundamentalist organizations such as Hammas, Hesbollah and
Islamic Jihad, founded with the help of Iranian financing,
training centers in Bosnia, reports the Wshington corespondent
of the Israeli newspaper "Globs", quoting NATO officials and
western diplomats. The report on the creation of such subversive
centers oposes the statements made by US Administration officials
- namely that Bosnia terminated its intelligence and military
ties with Iran. These statements were made as a preparation for
arms shipments and other similar aid for Bosnia, which would be
impossible as long as there are ties with Iran - says the same
article. The fundamentalist organizations cooperated with the
Bosnian secret police, and are directly involved in the promotion
of the political terror strategy used against the oponents of
the ruling Islamic party, wich is something that Bosnian Moslem
leader Alija Izetbegovic is well aware of - affirms the Israeli
correspondent.

[11] HDZ SWITCHED STATES
In a commentary dedicated to the electoral rallies of the
Bosnian Croats, the Rijeka newspaper "Novi list" indicates that
the Croatian Democratic Community (HDZ) seems to have been very
much "confused" and that its elections strategy "confused
states". The campaign promoted by this political party migth
easily be interpreted as one for elections in Croatia and not in
Bosnia. The same newspaper reveals that the ralies organized by
the Bosnian HDZ begin with the Croatian hymn "Lijepa nasa", only
Croatian flags are displayed and the croatian President Tudjman
is cheeered to.

[12] REMEMBERING THE VICTIMS
The Supreme Comand of the Republic of Srpska Army organized
memorial services on Mt. Jahorina, Mt. Kalinovnik, Mt. Majevica,
and in various other localities throughout the Republic of Srpska
where NATO fighter-bombers carried out their criminal attacks.
The communique issued by the Supreme Command stresses that the
effect of the bombing will last for a long time, and that the
innocent civilian victims - women and children and troops far
away from the fromt lines will hardly ever be forgotten - along
with the terrible destruction and enormous material damages.

[13] FRENCH WRITERS AND INTELLECTUALS SUPPORTING THE SERBS
A group of French writers and intellectuals left Belgrade
on Saturday and headed to the Republic of Srpska, where they will
lecture on the themes "The Serbs and Europe in 1996" and "Who is
Anulling the Republic of Srpska". The French delegation includes
intellectuals that stood by the the Serbs throughout the war in
Bosnia and Herzegovina and struggled to present the truth about
the fate of the Serbian nation in the western media. Patrique
Besson, Herves Barr, Daniel Schiffer, Morris Liverno, Josett
Liverno, Frederique Ditur, Patrique Bariot, Eva Crepin, Alen
Pocard, Pol Mari de la Gorse, Tiri Sechant, Yves Egal, Brigite
Cavanash, Anique Baster-Savic, Marie Matey, Yves Batalle and
Milena Nokovic headed for the Republic of Srpska, whilst their
coleagues such as Peter Handke, sent letters of support. The
communique that was issued by the French intellectuals that went
to bosnia to monitor the elections and report about them to the
international community. They have no intention of becoming
involved in politics but they want to help thhe Serbs enjoy the
same right of self-determination that the MOslems and Croats
already have.
