[01] MILOSEVIC: FIRM DETERMINATION TO IMPLEMENT DAYTON AGREEMENT
Chief of the Yugoslav delegation at yesterday's talks in Geneva,
President of the Republic of Serbia Slobodan Milosevic, stated for the
Tanjug
news agency, upon the completion of talks, the following: "We had very
detailed discussions about all the main topics of the implementation of
the
Dayton Agreement and I can say that what was expressed, without
exception and
by all the sides, was the firm determination for the Agreement to be
fully,
completely and strictly implemented. The focus of attention was on the
main
question of preparations for the forthcoming elections and this question
will
permanently be on the agenda until the elections. Certainly, all the
sides in
this respect must make further steps, most of all in the direction of
allowing
freedom of movement and creation of normal and regular conditions for
the
elections to be held. It is beyond any doubt that the holding of the
elections, which will establish new legally elected institutions both in
the
Republic of Srpska and in the Muslim-Croat Federation, and in Bosnia-
Herzegovina in general, are in the best of interests of all the
citizens, and
that there is an undoubtable need for the authorities of both entities
to make
everything necessary in order to create conditions for this to happen. I
have
the impression that we have the reason to await with optimism these
forthcoming elections and further development of the situation, which
will
secure a wholesome peace in Bosnia-Herzegovina and at the same time,
turning
of all and every towards a regular and normal life, towards economic
development which is in the best interest of all", stated President
Milosevic.

[02] PRESIDENT OF SERBIA MEETS WITH THE PARTICIPANTS OF THE GENEVA
GATHERING
President Slobodan Milosevic had separate meetings in Geneva with
the
Bosnian Muslim leader Alija Izetbegovic, with the Croat President Franjo
Tudjman, with the chief of the political department of the German
Ministry of
Foreign Affairs Wolfgang Wishinger and with the high representative of
the
international community for Bosnia Carl Bildt. The talks took place
within the
meeting held in the United States mission at the UN Geneva Headquarters,
and
were devoted to the implementation of the Dayton Agreement and
preparations
for the forthcoming elections in Bosnia-Herzegovina. The talks were
hosted by
the U.S. Secretary of State Warren Christopher. The topic of all of
these
encounters were the efforts which all the interested sides must make in
order
to provide the conditions as soon as possible for holding of the
elections in
Bosnia-Herzegovina, and in order to prevent all the moves which can de-
stabilize the electoral process. All the counterparts of President
Milosevic
expressed their interest in creating, in accordance with the Dayton
Agreement,
all the conditions for normal elections and an equitable presence of the
political parties on the political scene of Bosnia-Herzegovina.

[03] FOR FULL STABILIZATION OF RELATIONS BETWEEN FR OF YUGOSLAVIA AND THE
UNITED STATES
President Slobodan Milosevic and the U.S. Secretary of State Warren
Christopher, in a separate meeting, had talks about the implementation
of the
Dayton Agreement and the efforts which should be made in order to
provide in
full conditions for holding of the elections. During the talks on
bilateral
issues, it was underlined that full stabilization and normalization of
bilateral relations between the United States and the Federal Republic
of
Yugoslavia, especially in the economic field, would be one of the most
significant factors in the overall regulation of problems in the area of
the
Balkans. In this context, the steps made so far were welcomed, the ones
undertaken for purpose of a total normalization of the relations, as
well as
intensifying of the dialogue between the two countries on a high
political
level, and the wish was expressed that this dialogue will continue in
the
interest of promotion of cooperation between the Federal Republic of
Yugoslavia and the United States.

[04] VERY IMPORTANT AGREEMENTS
The United States Secretary of State Christopher stated at the
press
conference, that the meeting in Geneva attended by the President of
Serbia
Slobodan Milosevic, of Croatia Franjo Tudjman and of the leader of the
Bosnian
Muslims Alija Izetbegovic, was a very successful one. In his opinion,
Milosevic, Tudjman and Izetbegovic achieved four crucial agreements - on
the
forthcoming elections in Bosnia, on the revival of the Muslim-Croat
Federation, on the establishment of legal institutions after the
elections,
and on the fulfillment of some other important obligations from the
Dayton
Peace Agreement.

[05] PRESIDENT MILOSEVIC RECEIVES COTTY
During the talks between President Slobodan Milosevic and the Swiss
Minister of Foreign Affairs and the Chairman of the Organization for
Security
and Cooperation in Europe, Flavio Cotty, questions were discussed
pertaining
to the Swiss-Yugoslav relations and the realization of the Dayton Peace
Agreement. Special attention was devoted to the bilateral relations and
it was
stated that under the present circumstances of stabilization in former
Yugoslavia, there are all conditions for the normalization and promotion
of
the overall relations between the Federal Republic of Yugoslavia and
Switzerland. Both sides have underlined the interest within the overall
relations, for the special attention to be focused on the promotion of
economic cooperation, bearing in mind the fact that Yugoslavia is the
key
factor both of the peace process and of the economic relations in the
entire
area of the Balkans.

[06] ELECTIONS TO BE HELD FOR THE FEDERAL PARLIAMENT
President of the Federal Republic of Yugoslavia Zoran Lilic, signed
yesterday the Decree on holding of the elections for the Federal
Parliament
and on this occasion addressed the Yugoslav public. "This is the year in
which
peace was achieved in former Yugoslavia, but at the same time and with
enormous efforts the peace was preserved in the Federal Republic of
Yugoslavia. This is the year in which, I believe, there will be a
complete
reintegration of the FR of Yugoslavia in all the international
institutions.
This is also the year in which after the elections, those who shall be
entrusted with the confidence of our citizens, will have an obligation
most of
all of providing for the economic recovery of the country, for the
country to
embark on the path of development and further overall democratization of
the
Federal Republic of Yugoslavia, and for strengthening of all of its
institutions, in the manner prescribed by the Constitution of the
Federal
Republic of Yugoslavia, and I am sure, in the best of interests of those
who
are the most important in this country and they are its citizens, they
are the
Republics of Serbia and Montenegro", reads, among others, the statement
by the
President of the Federal Republic of Yugoslavia. According to this
Decree, the
elections for the federal deputies to the Chamber of Citizens will be
held in
the member-republics on November 3, 1996 and the elections for the
deputies to
the Chamber of Republics, within 30 days at the latest from the election
of
deputies to the Chamber of Citizens.

[07] CHINA HIGHLY APPRECIATES FRIENDSHIP WITH YUGOSLAVIA
Delegation of the All Chinese People's Congress, headed by Vu
Djienping,
which has arrived on a first official visit to our country after the
suspension of sanctions, yesterday had meetings with the President and
the
Vice-President of the Chamber of Citizens of the Federal Parliament,
Milos
Radulovic and Radmilo Bogdanovic and with the President of the Chamber
of
Citizens Radoman Bozovic. In a cordial talk mutual satisfaction was
expressed
about the meeting and it was stated that the traditionally friendly
relations
between the Federal Republic of Yugoslavia and the People's Republic of
China
and their peoples are a good basis for a yet more developed overall
bilateral
cooperation, as well as the cooperation on the international level. Vice
President Vu Djienping underlined that Chinese people is highly
appreciating
the friendship with the Yugoslav people and therefore, in the solution
of both
internal and international problems, the two countries must offer each
other
mutual support. "China is highly appreciating the fact that the Federal
Republic of Yugoslavia, in spite of great pressures and sanctions,
continued
to lead peaceful policy, and due to this its position now at the
international
level is improved. The wish of the Chinese people, of the Parliament and
of
the Government is for the sanctions to be finally lifted", said Vu
Djienping.
Yugoslav hosts have emphasized that the principled stand of the People's
Republic of China from the beginning of the Yugoslav crisis, both in the
Security Council and in the bilateral relations, was of very great
importance
for our country.

[08] OPTICAL CABLE BETWEEN YUGOSLAVIA AND BULGARIA PUT INTO OPERATION
In Dimitrovgrad yesterday, optical cable between Yugoslavia and
Bulgaria
was put into operation, in the presence of the highest state officials
of the
two countries. This project was completed in a record time and is one of
the
most profitable investments in the economies of both countries. It will
give
an annual yield of 20 million USD respectively, with the prospects that
already next year the number of cables be increased. Thanks to the
favorable
location of both Bulgaria and Yugoslavia, this telecommunications route
will
reach all corners of the world. "Bulgarian Government is highly
appreciating
the agreements with the leadership of the Federal Republic of
Yugoslavia, with
President Slobodan Milosevic and with the Federal Prime Minister Kontic,
which
is a good basis for elevating our cooperation to a much higher level.
This day
today is the proof of our wish to develop mutual relations with the FR
of
Yugoslavia both in the economic and cultural, in the social and
humanitarian
fields", said the Prime Minister of Bulgaria Jean Videnov, while
addressing
the gathering. Federal Prime Minister Radoje Kontic said that the
development
of an overall bilateral cooperation with Bulgaria is ranking at the very
top
of the foreign-political priorities of the Federal Republic of
Yugoslavia.
"Federal Republic of Yugoslavia by its principled and constructive
politics
has given an enormous contribution to the establishment of peace and
creation
of the climate for successful implementation of the peace process in
former
Yugoslavia. In this entire period we had good cooperation and
understanding
with our neighboring Bulgaria", said Radoje Kontic in Dimitrovgrad.

[09] AN APPEAL FOR EQUITABLE TREATMENT
Yugoslav Commission for rendering assistance to refugees in
exercising
their voting right at the elections in Bosnia-Herzegovina, together with
the
Republican Commissariat for Refugees, Federal Ministry of Labor, Health
Care
and Social Welfare, Federal Ministry of Human Rights and Rights of
National
Minorities and the Yugoslav Red Cross, have sent an appeal to the
international community asking for understanding and aid. In the appeal
it is
stated that the most difficult part of the job, registration and
verification
of voters, was done without incidents and in a record time, and it is
underlined that the Federal Republic of Yugoslavia is the country where
there
is the largest number of voters-refugees from Bosnia-Herzegovina - over
220,000 of them. Among them there are some 20,000 wounded, gravely ill
and
persons over 60 years of age, who according to the rule of the
Provisional
Electoral Commission of the O.S.C.E. are not allowed to vote in the
place of
their residence, i.e. in the FR of Yugoslavia. In this way there can
occur the
violation of the basic human rights of the mentioned category of people,
reads
the appeal, especially because making possible voting in the place of
residence is a customary electoral instrument. Therefore, it is appealed
on
Carl Bildt, Sadako Ogata, Elizabeth Ren, Jose Ajallo Lassa, Robert
Frowick and
the International Committee of the Red Cross to appeal on the
Provisional
Electoral Commission - so that these citizens may be allowed to vote in
Yugoslavia.
