[01] PRESIDENT MILOSEVIC RECEIVED CARL BILDT
Serbian President Slobodan Milosevic met yesterday with the
international Special Envoy for Bosnia - Mr. Carl Bildt. During
the talks, particular attention has been dedicated to the
implementation of the civil part of the peace agreement. The two
sides agreed that the international community must intensify
concrete aid efforts, since this will help the return of the
refugees and the overall consolidation of both entities. It has
also been stressed that this will also intensify the
preparations for the forthcoming elections in Bosnia. Particular
attention has been also paid to the fact that the local bodies
and the authorized international factors must assume full
responsibility in protecting the freedom, the rights, and the
property of the citizens. (Politika, March 28, 1996)
[02] IMPROVED RELATIONS BETWEEN BELGRADE AND VIENNA
Austria and FR Yugoslavia are interested in raising the
diplomatic relations to the level of ambassadors as soon as
possible - said Deputy Foreign Minister Zivadin Jovanovic upon
returning from a two day visit to Austria. The two sides agreed
that the current efforts to renew the economic cooperation
between the two countries and the direct contacts between the
two chambers of economy should be endorsed, and that competent
government officials or experts in charge of economy, transport,
welfare, education and other spheres, should have direct
contacts. The Austrian officials stressed the constructive role
and contribution given by FR Yugoslavia in the peace process in
Bosnia. (Borba, March 29, 1996)
[03] NEGOTIATIONS WITH THE IMF AND THE WORLD BANK HAVE STARTED
Negotiations with the IMF and the World Bank have started in
Paris in order to settle financial-monetary and credit
relations. The Yugoslav delegation is headed by National Bank
Governor - Dr. Dragoslav Avramovic. The problem of debts,
inherited after the break-up of former Yugoslavia will be
discussed, as well as new credits intended to renew the Yugoslav
economy, stabilize the monetary situation and enhance the living
standard. FR Yugoslavia will ask for international financial
support to overcome the problems generated by crisis in the past

[04] UNITY UNDER PRESSURE
The conference for the revitalization of the Moslem-Croatian
federation in Bosnia, scheduled to take place yesterday in Bonn,
has been officially canceled because "...the two sides did not
clear the differences of opinion during the preparatory talks."
This seems to be yet another failure of the international
factors to induce Bosnian Moslems and Croats to accept the
federation.
NATO Commander - US general George Joulivan - stated that he is
greatly concerned for the future of the Moslem-Croatian
Federation in Bosnia, and called for international pressure
against Bosnian and Croatian leaders to maintain this alliance
as a counterweight for Bosnian Serb forces. General Joulivan
remarked that the federation was fragile from the start and
added that "...this entity is very important for the survival of
Bosnia and Herzegovina, and I hope that political pressure might
help it function." (Politika, Vecernje Novosti, March 28, 1996)
[05] "DIE WELT": ISLAMIC BOSNIA IS THE OBJECTIVE
"Die Welt" - one of the leading German dailies published a harsh
commentary yesterday, attacking the Moslem Government in
Sarajevo for allowing the penetration of Islamic fundamentalism
in Bosnia. The article entitled "The Objective of the Moslems is
an Islamic Bosnia", the newspaper addressed the most serious
admonishment yet to the Sarajevo authorities and warned the
international public about the danger of Islamic penetration in
Europe. The West must bear in mind that that "...the objective
of the present Moslem leaders in Sarajevo is not a multi-ethnic
- but rather an Islamic Bosnia - states "Die Welt". The same
daily also remarks that such a policy of the Sarajevo Government
represents a threat for the status of the Croats in Bosnia.

[06] TYRANNY IN ILIDZA
IFOR spokesman Aleksandar Ivanko stated that the Moslem-Croatian
Police interrupted all contacts with international police forces
in the Sarajevan quarter of Ilidza. UN Police has been denied
the right to enter premises in Ilidza, and they are denied
information and access to arrest warrants for the remaining
Serbs in this Sarajevan suburb. They can not contact the
arrested individuals nor the IFOR interpreter (a Serb) who has
even been arrested several days ago. This illustrates the
tyranny of the Moslem Police which revealed its true character
on March 12, when the harassment of the remaining Serbs started,
along with the thefts and robberies committed by criminals from
the Moslem parts of town. (Vecernje Novosti, March 29, 1996)
[07] KRAJISNIK: WE ARE UNSATISFIED WITH THE ATTITUDE OF THE INTERNATIONAL COMMUNITY
Mr. Momcilo Krajisnik - Speaker of the Parliament of the
Republic of Srpska, stated that the Serbian side is not
satisfied with the treatment it receives from the international
community in implementing the civilian part of peace agreement.
He illustrated this remark with the fact that representatives of
the Republic of Bosnia and Herzegovina (which ceased to exist
according to the Dayton Agreement) are continually invited to
attend Contact Group meetings, whilst officials of the Republic
of Srpska - established as an entity by the same peace document
- are being omitted. (Politika, March 29, 1996)
[08] THE SERBS DOUBT THE DEATH OF ORIC
Several days ago, the Moslem TV studio in Tuzla reported the
"death of the Commander of Srebrenica - Nasser Oric", who
managed to mysteriously slip out of town before the Bosnian
Serbs entered. The Command of the Drina Corps of the Republic of
Srpska Army stressed that this is yet another Moslem
manipulation, intended to save the criminals such as Nasser
Oric. "We are convinced that Oric is alive, and that this is a
trick, especially since it has been anticipated that he will
tried for crimes of war by the Hague Tribunal." - said an
officer of the Drina Corps Command. Colonel Svetozar Andric, who
witnessed the crimes committed by Oric and his troops, stated
that while Oric commanded the town of Srebrenica, more than
1.500 Serbs (mostly civilians) have been brutally killed in the
zone of Srebrenica, Bratunac and Zvornik where Oric's men
destroyed about 90 Serbian villages. (Vecernje Novosti, March

[09] MUCIC AND DELALIC ARE NOT THE ONLY CRIMINALS
Numerous Serbs from Konjic are prepared to testify that Zdravko
Mucic and Zejnil Delalic (recently arrested in Vienna and
Munich) killed and tortured Serbian civilians in the
concentration camps of Celebic and Musala (in the town of
Konjic) but also that they were not the only ones. According to
numerous witnesses the countless executions of Serbian civilians
in the zone of Konjic were also committed by groups of
Moujahedens under the command of officials of the Bosnian Moslem
Police and Army. Their names make up a long list. The Serbs from
Konjic have already made written depositions, containing precise
description of crimes and specific dates, and are hoping that
they will be invited to the Hague to testify. The witnesses
include several dozen Serbian women that were raped in those
camps, and are now prepared to testify before the Tribunal in
spite of the serious consequences that they might face. (Borba,

[10] CHRISTOPHER'S WILL PRESENT A PROTESTS TO TUDJMAN
US Secretary of State - Mr. Warren Chrisher, will address a
letter of protest to Croatian President Tudjman because of his
plans to bury the remains of the Croatian Fascists in the
concentration camp of Jasenovac - alongside with their World War
II victims - Serbs and Jews. After meeting with Republican
Sidney Yates, Mr. Chrisher decided to protest to Tudjman in
the US Congress House of Representatives. The Washington Post
quoted Tudjman's remark that during WW II Nazis killed merely
900.000 Jews and not 6 million as it is generally believed.
"Tudjman is trying to redraw history" - said Mr. Yates. Mr.
Ognjen Krauss - Chairman of the Jewish Community in Croatia,
hailed the US initiative to present a protest to Franjo Tudjman
for his plans to bury in Jasenovac the remains of Pavelic's
Fascist troops. (Politika, March 29, 1996)
[11] CROATIAN PREPOSTEROUS PLANS
In a report from Zagreb, Radio France Internationel responded to
the preposterous assertion made by Croatian Ambassador to the UN
- Mr. Mario Nobilo - namely that the Serbs in Krajina are safer
that the diplomats in New York. Using "absurd statistics" - as
France Internationel remarks - Mr. Nobilo concludes that the
number of muggings in Washington and Miami is similar or greater
than in Krajina. The commentary remarks that Mr. Nobilo
overlooked the fact that the violence in the American cities is
not sponsored by the authorities, which is an unquestionable
fact in Croatia. The reporter also states that it is hard to
believe that the attacks of the American criminals are intended
to force Americans to leave America. (Politika, March 28, 1996)
[12] LJUBLJANA IS THREATENING ZAGREB
Slovenian authorities warned the Croatian Government with a note
of protest that should the construction of the border crossing
"Plovanija" (near Portrose) continue, adequate measures will be
undertaken. Slovenia insists that the construction of the border
crossing should be sped, since it is inside the
"controversial territory". In spite of the 11 previous protests
made by the Slovenian diplomacy (in the past two years)
continued the construction of the border crossing on its
territory. Slovenian sources did not specify which measures will
be used, but the controversies are evidently heating up, since
the two countries have not yet defined their final state

[13] HUNGER STRIKE FOR HUMAN RIGHTS
41-year old Budimir Vukovic from Ljubljana has started a hunger
strike almost a month ago, protesting against the refusal of the
Slovenian authorities to grant him Slovenian citizenship,
although he meets all the legal requirements. Vukovic has been
living in the Slovenian capital for the past 18 years, and has
repeatedly criticized the anti-Serbian policy and human rights
breaches in Slovenia. He has submitted evidence on the
infringement of human rights to numerous international
institutions. He particularly warned against the catastrophic
position of members of former Yugoslav nations, which have been
stripped of their rights, and denied personal documents and
employment after the Slovenian secession. Most of them have been
transferred to the so-called centers for aliens - inhuman
ghettos where they wait hopelessly for their demands to be
