[01] DIPLOMATIC RETURN OF YUGOSLAVIA
After France, Spain and Great Britain will follow. This is
stated in the seat of French diplomacy in Paris about "the
diplomatic return" of the Federal Republic of Yugoslavia on the
international scene. The decision of the Government in Paris to
exchange extraordinary and plenipotentiary ambassadors means the
opening of the process not only of full normalization of the
diplomatic relations at the highest level, but also a
development of a comprehensive cooperation, including the
economic one which is now having special importance. While
commenting on the establishment of the Yugoslav-French
cooperation at the highest level, "Le Mond" is writing that the
Federal Republic of Yugoslavia has a very significant role in
all the peace efforts. "For the implementation of the peace plan
in Bosnia, a lot of gratitude is due to Belgrade", writes "Le
Mond". This recognition is having a hard time in reaching the
French public and therefore, the determination of France to open
a new page of cooperation with Belgrade is having special
importance. Germany obviously is considering normalization of
the relations with Belgrade as premature, writes "Le Mond", but
adds that France "will soon be followed by Spain and then Great
Britain". (Borba, February 25, 1996)
[02] PROJECT FOR THE NEW CENTURY
The spokesman of the Socialist Party of Serbia Ivica Dacic,
while speaking for "Politika" daily about the preparations for
the Third Congress of the party which is to start in less than a
week, answered the question about the stand of the Socialist
Party of Serbia regarding privatization. "Socialists are
striving for a market oriented, open economy with mixed forms of
ownership. For a long time now the basis of our economic system
is the market economy, corrected by the elements of social
justice, as it is in the other modern economies, based on the
respect for equality and legal protection of all the forms of
ownership guaranteed by the Constitution - from social and state
ownership, up to private, joint and cooperative. Enterprises can
not be imposed upon with either the manner of transformation or
the character of ownership. All forms of companies will
independently decide on the transformation of their legal status
and trading of their capital, together with the respect of the
market value of capital. Socialist Party of Serbia can not allow
a forcible privatization and pure looting of social capital
which was created for decades, because privatization can never
be an end unto itself, but only a means for the economy to
become more efficient and the society to become socially more

[03] WITH PRIVATIZATION TOWARDS A MORE PRODUCTIVE ECONOMY
Privatization in Serbia must make possible the improvement of
general and personal standard of living and must make the
economy more productive and operative. This was stated by the
Republican Minister for Private Entrepreneurship Radoje Djukic.
If these two requirements are taken as basis, it will not be
difficult through a combination of the applied models of
privatization of social-statal ownership to find a form which
will be adequate for our circumstances, said Minister Djukic,
and added that enterprises must be free to decide on the
ownership reforms. Already now some 90 percent of the trading is
done through the private sector and over one half of the social
product is being created outside of the socially owned
companies, said the Republican Minister. (Vecernje novosti,

[04] SUBSTANTIAL AND USEFUL VISIT
After his visit to Israel, at the invitation of his Israeli
colleague, the Republican Minister of Agriculture Ivko Djonovic
said that there are great possibilities and mutual interest for
cooperation. During the visit, a protocol was signed on
cooperation, which has opened the door for contracting concrete
deals. Minister Djonovic is seeing the most concrete forms of
cooperation with the Israeli agriculture in the primary
agricultural production and is underlining that their companies
are interested in investing in our agriculture. The
opportunities for contracting concrete deals are also opened
with the state company for designing irrigation systems, said
the Minister. (Politika, February 26, 1996)
[05] THE HAGUE TRIBUNAL IS A POLITICAL AND NOT A JUDICIAL BODY
The Tribunal for the War Crimes Committed in Former Yugoslavia
in the Hague has confirmed through its actions over the past
three years that it is conducting a one-sided justice and that
it is a political and not a judicial body, said the Chairman of
the Committee of the Federal Government for War Crimes, Prof.Dr.
Zoran Stojanovic. "It may be said that it is a quasi-tribunal
which has political aims and function, because it is serving as
one of the instruments of global strategy of the great powers to
discipline small peoples and the insubordinate regimes. This was
confirmed in the case of former Yugoslavia, especially in
Bosnia-Herzegovina", said Stojanovic. The arrest of officers of
the Republic of Srpska Army, Stojanovic brought in connection
with the problem of extradition of the persons suspected of war
crimes, stating that the Tribunal has decided to overcome
difficulties in this respect by the application of sheer force
of the NATO military forces. Stojanovic says that for the war
crimes of genocide committed over Serbs in Bosnia-Herzegovina
and Krajina Muslim and Croat leaders are not prosecuted, which
is making the whole thing absurd. "Obviously, the one who is
cooperative like Tudjman and Izetbegovic, regardless of the fact
that he has committed war crimes, will not be prosecuted", said
Prof. Stojanovic. (Tanjug, February 26, 1996)
[06] RUSSIA LIFTING SANCTIONS ON THE REPUBLIC OF SRPSKA
President of Russia Boris Yeltsin signed a decision on a
one-sided suspension of sanctions against the Republic of Srpska
because it has fulfilled all the conditions from the UN Security
Council Resolution 1022. This decision foresees de-freezing of
all the previously blocked assets. One-sided departure of Russia
from the regime of sanctions against the Republic of Srpska does
not mean a dispute in the Contact Group and the Security
Council, said the spokesman of the Russian Ministry of Foreign
Affairs Grigory Karasin. Russia has on several occasions
announced the suspension of sanctions as soon as the conditions
from the Resolution are fulfilled. The Russian diplomate has
indirectly reproached those countries who are not agreeing with
this stand of Moscow and said that he is opposed to "the
politics being brought down to technical details". (Politika

[07] UNDERMINING OF A MULTI-ETHNIC BOSNIA
The United Nations have accused Bosnian government, but also the
leadership of Bosnian Serbs, of undermining the efforts to
preserve a multi-ethnic Bosnia, while the exodus of Serbs from
Sarajevo suburbs continues with the same intensity. Thousands of
Serbs who did not have confidence in the assurances of the
Bosnian government that nothing will happen to them after the
transfer of authority in the Sarajevo suburbs, have already left
Vogosca in a chaotic exodus, using all the possible means of
transport. The spokesman of the UN High Commissariat for
Refugees (UNHCR) Chris Janowski, said that the police of the
Bosnia-Herzegovina federation is helping spread the panic among
Serbian population of the city. "We are concerned because the
members of the federal police are entering houses of local
population, which is having a very bad effect on the already
frightened people", said Janowski. The UN spokesman said that
the entire future concept of Sarajevo is now brought under a
question mark and added that it is not only a concept of
Sarajevo, but the entire concept of a multi-ethnic Bosnia. The
less Serbs remains in Sarajevo, the worse it will be for the
efforts to put Bosnia together again, said Janowski and added:
"The final responsibility rests with the Bosnian government".

[08] NATO CLAIMS THAT MERCENARIES ARE STILL IN BOSNIA
In Bosnia there are still hundreds of foreign soldiers and
military advisers, which is a direct violation of the Dayton
Agreement. This was stated in Sarajevo by the deputy chief of
the main headquarters of the IFOR for operations, plans and
intelligence service, Brigade General John Silvester. This
statement was made one day after the warning of the State
Department and Bill Clinton's Administration that Iranian and
other foreign mercenaries have not yet left Bosnia and that this
will suspend until further notice the American program of
military aid and training of the Muslim army in Bosnia. General
Silvester said that in Bosnia there are still Muslim basis for
training of terrorists and that "military actions might be
undertaken for their destruction". (Borba, February 24-15, 996)
[09] MUSLIM AUTHORITIES ARE ENDANGERING PEACE
Croat Defense Minister Gojko Susak warned that the Croat Army
will defend strategic interests of its country in Bosnia and
that the Muslim government in Sarajevo by accelerated armament
is endangering peace. While speaking at the session of the Main
Committee of the Croat Democratic Community party (HDZ), Susak
pointed out that at this moment "the uncontrolled armament" of
the Muslim army is the greatest danger for the implementation of
the Dayton Agreement and stability of the Muslim-Croat
Federation in Bosnia. He called upon the international community
to secure a balance in arming of the Muslims and Croats in
Bosnia and said that heavy armament which the Muslim army is
intensively procuring can be turned against Croats. (Politika,

[10] SERBS IN KNIN - ON THE VERGE OF SURVIVAL
Serbs who have remained in Banija Kostajnica and the surrounding
villages after the aggression of the Croat army and police on
Krajina, are deprived of all the human rights, claims the Red
Cross of Slovenia. Serbs in this part of Croatia are exposed to
continuous threats by expulsion, harassment by Croat authorities
and terror of the local police. The entire area is transformed
into a ghetto, and over 10,000 of mostly aged and exhausted
Serbs the Croat authorities have isolated from the rest of the
world and civilization. Their tragic destiny was revealed and
documented in the filmed report about the visit of the Red Cross
of Slovenia team to the Serbs in Knin Krajina, broadcasted on
Friday in the central information program by the Ljubljana
correspondent of the renown international television channel
"Pop". (Politika ekspres, February 25, 1996)
[11] CROATIA HAS RACIST LAWS
Serbs who have remained in Croatia are living under very
difficult conditions - there are practically no human rights and
freedoms, but we are expecting that under the pressure of the
international public this question will be opened for possible
solution. Therefore, I appeal that they remain in their homes,
with the hope that also those who have left us will return. This
was stated by the president of the Serbian National Party in
Zagreb and the deputy in the Croat Parliament (Sabor) Milan
Djukic. While commenting on the package of new laws adopted by
the Sabor, Djukic said that most of all they are racist laws. He
described as especially dangerous the fact that the provisions
pertaining to the property of Serbs and their return, are linked
with the normalization of the relations between the FR of
Yugoslavia and Croatia. This is yet another trap in which a
question is openly raised whether Serbs in Croatia are just
