[01] PRESIDENT MILOSEVIC'S FELICITATIONS TO THE PEOPLE OF RS

Serbian President Slobodan Milosevic sent his felicitations to the people of the Republic of Srpska for January 9th - Republic Day. The message states: "I offer my congratulations to the people of the Republic of Srpska for their national holiday - Republic Day - the first one they are celebrating in peace, and I hereby wish them a full economic and cultural revival and a comprehensive progress of the Republic of Srpska." On January 9, 1992, the Republic of Srpska was solemnly proclaimed, crowning the struggle for self-determination and freedom of the Serbian people in Bosnia and Herzegovina. [02] INTERNATIONAL CONVENTION - "TESLA - THE THIRD MILLENNIUM"

At a press conference held yesterday it has been announced that the fifth international convention "Tesla - the Third Millennium", commemorating the 140th anniversary of the birth of the great Serbian scientists will be held in Belgrade on October 15-18. The venue which will gather over a thousand participants from Yugoslavia and abroad will be organized by the Serbian Academy of Arts and Sciences, the Nikola Tesla Institute, the Nikola Tesla Society, Foundation and Museum in Belgrade, and the Tesla Societies in the United States. According to the Deputy Minister for Science and Technology - Dr. Ratko Uzunovic, the objective of the conference will be to critically analyze the scientific and creative work of Nikola Tesla in the various fields he was involved in, and to evaluate the present level and the future development of these fields of science in the light of Tesla's ideas. 1996 is a jubilee year and various other manifestations will be held, and the Nikola Tesla Foundation launched a competition for the traditional Tesla Award for creativity in natural and technical sciences. [03] JUGOAGENT IS OFFERING ITS CARRIER SERVICES

After a pause that lasted three and a half years, the "Jugoagent" river and maritime agency is prepared to offer its services to domestic and foreign companies - said company General Manager Miroslav Pavlicic. He also stressed that "Jugoagent" managed to preserve its personnel, representative offices abroad and it membership in international associations of shipping agents. "The suspension of the sanctions allows the use of Yugoslav fluvial network, and this will directly reduce the costs of goods and raw-materials. Our agency has been contacted by numerous companies who offered cooperation. We maintained particularly good business relations with the Ukrainian, Bulgarian, Slovak, Russian and Czech fleet." [04] CROATIA CONDEMNED FOR BREACHING THE RIGHTS OF THE SERBS

Yesterday, the UN Security Council strongly condemned Croatia for breaching the human rights of the Serbs and asked the authorities in Zagreb to take concrete measures by February 15th, to improve the situation. The Security Council "...strongly condemned the infringement of the international humanitarian rights and the rights of the people of Krajina that took place in the past several months, especially the massacre of several hundred civilians, the robberies, the systematic burning and other forms of destruction of property." France Press reports that the Security Council asked the UN Secretary General - Dr. Boutros Boutros Ghali to prepare a new report on the issue and warned that it will intervene should no progress be made by the set term. [05] ARRIVAL OF THE RELEASED SERBS FROM CROATIA

The first group of 120 Serbs, pardoned for Christmas by Croatian President Tu|man, will arrive in the Srem-Baranja Region on Thursday and not on Wednesday as it had been announced previously. The delay is due to the fact that the representatives of the International Committee of the Red Cross did not complete the interviews of the 349 pardoned Serbs, who are waiting to be released in the Gasinci refugee camp. The pardoned Serbs are to state whether they want to stay in Croatia, cross-over to the Srem-Baranja Region or go to FR Yugoslavia. It has been announced that the second group of 120 prisoners will be transferred to the Srem-Baranja territory on January 13. (Politika, January 9, 1996)

[06] MASS FOR PAVELIC

"Feral Tribune" an opposition newspaper published in Split (Croatia) revealed in its latest edition that in a Franciscan Church in Zagreb mass has been served for one of the biggest war criminals in World War II - Ante Pavelic. The newspaper stresses that "...those that asked for the requiem to Ante Pavelic, the chief engineer of the genocide against the Serbs, Jews, and Gypsies in NDH, were very much involved in promoting the rehabilitation of NDH and the Ustashi movement." Along with the relatives of the Ustashi Fuhrer, the service was attended by members of the Croatian Liberation Movement - the organization founded by Pavelic. The organization - now headed by Pavelic's son-in-law has been officially registered in Croatia and it took part in the recent elections. (Vecernje novosti, January 9, 1996)

[07] MOSLEM-CROATIAN RELATIONS ARE ABOUT TO EXPLODE

In the past several days, the European Commission in Brussels received numerous unfavorable reports from Bosnia and Herzegovina and especially from the town of Mostar - where the relations between the Moslems and the Croats have become incandescent. According to the report submitted by Hans Koschnik - the EU administrator in Mostar, the danger is evident because the tension between the two ethnic communities - Moslems and Croats - has not been reduced after the signing of the Paris Agreement on Bosnia, but is in fact growing. Mr. Koschnik repeatedly warned the European institutions that a more determined position must be used in confront of the Croatian and Moslem authorities in Bosnia and Herzegovina, and is now stressing that the survival of the Bosnian Federation might depend on the example given in Mostar. At the same time, EU institutions in Brussels underscored that the program for the reconstruction of Bosnia - destroyed by the war - is now jeopardized, because the funds accumulated with difficulties to launch the program should not be wasted as long as there is a minimum threat of new destruction. [08] PARIS ANTICIPATES A BREAK-UP

Paris headlines are carefully monitoring the escalation of conflicts between Moslems and Croats in Mostar, and are frequently using the term "edge of a cliff". Le Figaro and Liberation quote the statement made by the EU Administrator Hans Koschnik that "...the situation in Mostar is on the verge of civil war." "The Croats are secessionists and are jealous of the Republic of Srpska. They are now refusing to recall the institutions of their Republic of Herzeg-Bosnia." - remarks Le Figaro. Unlike the French media, CBS news programs do not mention the situation in Mostar. The situation in Mostar has been presented to the American public as a "fist-fight between two sides". (Vecernje novosti, January 9, 1996)

[09] KRAJISNIK-SMITH TALKS

Mr. Momcilo Krajisnik - Speaker of the Parliament of the Republic of Srpska agreed yesterday in Pale with IFOR Commander - Admiral Leighton Smith, that the road between Kiseljak and Sarajevo - across the Serbian quarter of Ilid`a - be opened for regular traffic. "The abuse of this road for illicit activities will be prevented with the help of IFOR." - Said Mr. Krajisnik. He newly informed Admiral Smith about the concern of the Serbian side due to the fact that the international community is ignoring the problem of Serbian Sarajevo. "The Serbs want a political solution because they refuse the Moslem authority, and they want to stay and live in their town." - stressed Krajisnik. He also reminded that the international community protected the Moslems in Sarajevo for three and a half years, and that now that the Serbs need protection "there is no one we can submit our demands to". Admiral Smith promised that should the Serbs decide to leave Sarajevo, the international forces will allow them to take their property out of the city even after the 90 day deadline after the signing of the Dayton Agreement expires. He said that he has limited authority regarding the extension of the deadlines defined by the Agreement , because "...these are political issues and not military ones." (Ekspres, January 9, 1996)

[10] IFOR FORCES ARE PREPARED TO OPEN FIRE

The soldiers of the forces for the implementation of the peace agreement on Bosnia (IFOR) will respond to any provocation by the local armed groups - stated London in reaction to the frequent attacks on the IFOR patrols. The responsibility for the shooting has not been officially attributed, but British correspondents in Bosnia suggest that most of the shots came from the Moslem and Croatian side. IFOR press representative in Sarajevo said that fire will be returned and that it will be deadly. In view of the alleged incident near the town of Sanski Most, a joint committee comprising officers of the Republic of Srpska Army (VRS) and IFOR established that VRS soldiers did not open fire on IFOR members and that any possibility of threats to their safety is to be excluded.
