    [01] RUSSIAN-MACEDONIAN DEFENSE COOPERATION

    A Russian military delegation, led by Colonel Pavlovic Victor Evgenevic, Head of the Cooperation and International Relations Department of the Ministry of Defense of the Russian Federation, heald talks yesterday in Skopje, with Macedonian Defense Minister Blagoj Hanjiski and Deputy Chief of Staff of Macedonian Army General Janakie Manasievski.

    Macedonan Ministry of Defense officially announced that, during the talks, the need to institutionalize the defense cooperation of the two Ministries, especially in the frames of 'Partnership for Peace' Programme, was emphasized.

    The delegation will visit several military units and installations of the Macedonian Army and the Military Academy. Commenting the visit, Macedonian daily 'Dnevnik' reads that the Russian representatives will visit metallurgy factory 'MZT' in Skopje, speculating that it had been reconstructed for weapons servicing. The Russian delegation will also visit 'Euroinvest - 11 October' factory in Prilep which, according to the paper, produces barrels for missile throwers. The daily adds, one of the Russian delegates is an influential administrator in the Weapons Sales Department of the Russian Ministry of Defense .

    [02] TRUSHIN - SITUATION IN THE REGION IMPROVES

    Charge d' Affairs of the Russian Embassy in Macedonia, Jurij Trushin, for Macedonian Television, said the Russian stand was to keep the UNPREDEP forces in Macedonia. He added that, however, the current situation in the Balkans and in the country should be taken into consideration at the point of deciding the extension of their mandate after May 31.

    Trushin's opinion is that the situation in the region had improved a lot.

    He also said that Russia opposed to the spreading of NATO in Europe as it might provoke a new dividing to blocks. He said a better solution would be to create all-European security system, which would be, through the collective protection measures, a guarantee for the stability of Europe.

    [03] CONSTITUTIONAL BASES FOR THE EUROPEAN OPTION

    Ilinka Mitreva, President of the Macedonian Parliamentary Foreign Policy Commission, delivering her report 'Constitutional Bases for Realization of the European Option' at the session of the Parliamentary Committee of the Central-European Initiative in Vienna, presented several suggestions for better communication between the member countries and for establishing closer relations with this Organisation's national coordinators.

    Mitreva also met with Austrian Parliament President Heinz Fischer and her Austrian counterpart Peter Schider. Mr. Fischer announced that he would soon pay a visit to Macedonia.

    [04] WEAK START OF THE MACEDONIAN STOCK EXCHANGE

    Not a single transaction was registered at yesterday's 13th meeting of the Macedonian Stock Exchange. The same happened at the previous two meetings. Since the beginning of its work, a turnover of about DM 200,000 had been realised during the 13 meetings of the Stock Exchange. Yesterday, 3 bonds were in demand at the first market, and 4 at the second and third.

    [05] DANGEROUS 'FREON' FRIDGES FROM FR YUGOSLAVIA

    Macedonian Government yesterday banned the import of refrigerators that use freon gas, which many European countries have already done following the international conventions. 'Dnevnik' informs that the reason was the danger from having a great number of such refrigerators imported in Macedonia from FR Yugoslavia. The fridges were made in Hungary and are very cheap. The daily also informs that the production of 'freon' refrigerators in 'Frinko' factory in Bitola will soon be replaced.

    [06] BEST MACEDONIAN MANAGERS ANNOUNCED

    The best managers in Macedonia for 1995 were announced yesterday on ceremony at Grand Hotel in Skopje, in organisation of 'Nova Makedonija' daily and 'Ekopress'.

    Twelve criteria were used for selecting: Petar Ganchevski - Insurance Company 'Makedonija'; Ivan Ivanov - 'Ivoprom', Strumica; Toshe Kocevski - 'Pikon', Skopje; Sonja Nikolovska ' Savings Bank 'TAT', Bitola; Pece Panovski and Aleksandar Anastasov - 'Evrokar', Bitola; Zivko Radevski - 'Mlekara', Bitola; Ilija Smilev - 'Avioimpex', Skopje; Nikola Stefkov - 'Marble Factory', Prilep; Ljupcho Todorovski - 'Mediakomerc', Skopje; and Vladimir Todorovic - 'Tinex', Skopje.

    The award for being most succesful in the continuity was given to: Risto Gushkov - Cement Factory 'Usje', Skopje; Trajche Mukaetov - 'Alkaloid', Skopje; and Shterjo Nakov - 'Fershped', Skopje.

    [07] LIBERALS: GOVERNMENT HAD SPENT DM 300 MILLION FOR EQUIPMENT IN MINISTRIES

    Macedonian Parliament will today discuss, among other items on the agenda, the proposal of the Liberal Party to form a Commission which would examine the budget spending by the Ministries and the Government in '94, '95 and the first three months of '96.

    Ace Kocevski, Secretary of the Liberal Party, for A-1 Television stated that over DM 300 million had been spent on cars, paintings, sculptures, etc. He also said that the Ministry of Finances had spent DM 800,000 on a telephone switchboard, while the Foreign Affairs Ministry had bought it at a 10 times lower price. Kocevski said that Liberals were suspicious about the regular spending of the money.

    Liljana Doneva, Under-Secretary in the Finance Ministry, said that 268 million denars were planned to be given at the disposal of the public services in 1996, while in 1995, the sum planned was 178 million denars. She said that nothing more than that had been spent: 5 million denars were spent on furniture for the Customs Administration; about 40.6 million denars were spent on Government cars; 2.6 million denars - on equipment for the Geodetic Administration; 2 million denars - on primary education objects construction; 1.7 million denars by the Foreign Ministry and 9.4 million denars (of the planned 28 million) by the Finance Ministry.

    [08] KRSTEVSKI: GOVERNMENT IS RESPONSIBLE FOR THE BAD ECONOMIC SITUATION IN THE COUNTRY

    Member of the Liberal Party leadership Zoran Krstevski blamed the current Macedonian Government for the bad economic situation in the country. He expressed this view at the seminary 'Employment and Unemployment', which started yesterday in Skopje, in organization by the International Federation of the Liberal and Radical Youth. He said that the Government, by greatly disturbing the production and the status of the factories, is forcing a bigger public consumption than the necessary one, and can not find a way for a bringing the foreign capital in the country.'

    He also referred to the situation with the media in Macedonia, saying that the constant policy of the ruling structures was to prevent other forms of media. Krstevski stressed that the Law on Broadcasting is being brought five years after the independence of Macedonia, and that there is still no opposition daily paper. He added that the private TV stations did make some attempts, but only in some local areas.

    Krstevski added that most of the Macedonian citizens were for early elections, but the ruling political parties were not, which proves 'their vulnerability and their attempts to rule with non-democratic means'.

    [09] DPM: MACEDONIA SHOULD NOT SERVE AS A FIL0L-IN TO ALBANIANS IN KOSOVO

    'Republic of Macedonia should not serve as a fill-in to the interests of Kosovo Albanians,' was said at yesterday's press conference of the Democratic Party of Macedonia. Party President Tomislav Stojanovski said the situation in Kosovo was an internal affair of an independent and sovereign country and that it should not be paid more attention than the implications and influence it could have to the situation in Macedonia.

    Stojanovski said PDPA party was directly participating in the elections in Albania, which is a part of Berisha's strategy. He required from the Ministry of Education to act concretely regarding the 'Tetovo university', as the violation of the Constitution was continuing.

    Stojanovski also referred to the new territorial dividing of Macedonia, saying that the 111 municipalities would bring to great organizational, legal and economic difficulties, and that the control of their work would be impossible.

    [10] KICHEVO TOWN ASSEMBLY FACING DISMISSAL

    PDP members of the Kichevo Town Assembly demanded to speak in Albanian at yesterday's session, because, they said, VMRO-DPMNE members had promised them that at the previous session, reads today's 'Dnevnik'. All Albanian members of the Assembly rejected to discuss the proposal for the new statute of the Municipality, as they claimed they had not been invited to the session. This resulted in interruption of the session, and might even bring to a dismissing of the Assembly, due to the fact that the statute was not adopted.

    [11] BIGGEST POLLUTERS IN SKOPJE NAMED

    543 emitters of different polluting substances, mostly carbon monoxide, sulfur dioxide and nitric oxides, were evidenced on the territory of Skopje. The biggest polluters are: 'Ohis', cement factory 'Usje', refinery 'OKTA', iron factory 'Zelezarnica' and central heating company 'Toplifikacija'. These data were presented at yesterday's promotion of the project 'Polluters Cadastre' and 'Map of The Air Pollution in Macedonia'. It was said that the biggest pollution in Skopje is constantly measured at the cross-roads by the University Library.

    [12] DIFFERENT DATA ABOUT THE BRUCELLOSIS IN MACEDONIA

    'Nova Makedonija' reported the information of the epidemiologist Dr. Mile Petrov from Kavadarci who said that 5,450 infected persons had been registered in Macedonia since the brucellosis appeared in 1980. He pointed out that the most jeopardized municipalities were Radovish with 1,248 infected persons and Skopje with 749.

    On the other hand, today's 'Dnevnik' reads that about 12,000 people infected with brucellosis had been registered to date, and that there are chances for that number to be 4 times bigger, as the incubation period lasts for 900 days.

    According to this daily, the Chief Sanitary Inspector of Macedonia Branko Kulikov had already alarmed that this infection should be treated as AIDS in Macedonia. Numerous flocks that wonder through Macedonia in the summer were pointed out as the greatest infection danger.

    [13] Message of the UN Secretary General Boutros Boutros Ghali on the occasion of the International Day of Families

    The International Day of Families is being observed to-day, 15 May, for the third year. The setting aside of one day every year for this observance is an important means of maintaining the momentum and interest created by the International Year of the Family (1994) and focusing on policies to address different problems and concerns of the contemporary family all over the world.

    This 15 May, in the year that is being observed as the International Year for the Eradication of Poverty, and on the eve of the second United Nations Conference on Human Settlements to be held, in June at Istanbul, it is most fitting that the featured theme for the International Day of Families is: Families - victims of poverty and homelessness.

    The family, as the most living social institution that mediates between the individual and society at large, has had to adapt to both rapid and far-reaching global change affecting not only the material condition of human kind but also values and beliefs. What the family can offer its members in economic, social and spiritual support is changing: what members expect from the family also is changing. Traditionally, families have been important in providing want by pooling resources and engaging in productive activities, as well as by sheltering and caring for weaker or dependent members. These functions continue to be important and are often enriched when there is material progress in the wider community.

    The family has been and continues to be a bulwark against poverty. But poverty can be corrosive, affecting family solidarity and family relations. In extreme situations, poverty contributes to family dysfunctioning or disintegration. Other contemporary forces also place strains on families. These include changes in population structure, widespread migration of people, especially youth in search of work and economic opportunities, and mass displacement of population because of war or civil strife.

    All of these impair an often already precarious access to adequate shelter and basic amenities.

    Observance of the International Day of Families provides Governments and civil society at large with an opportunity to examine their respective actions: to consider what measures might promote the adaptation of families to new conditions: and to make it possible for families to provide the support their members need and expect.
