Yugoslav Premiere Radoje Kontic has sent letters to the Government of the most developed countries in the world (Great Britain, France, Switzerland, Denmark and USA). According to Macedonian Radio, the letter states that the blockade of the funds questions the principle of equal treatment of all parties, i.e. the final decision of the negotiations on dividing the property of former SFRY between its former republics. This could have negative effect on achieving the permanent and righteous peace and stability in the region.Belgrade papers yesterday severely criticized the meetings of the experts on the succession from Macedonia, Croatia, Slovenia and Bosnia and Herzegovina. Daily 'Vecernje Novosti' described them as 'a traveling circus of succession representatives from the secessionist republics, whose unique intention is to damage FRY as much as possible.' It also said that Slovenian President Kuchan used the visit to Macedonia and President Gligorov, to agree how should Macedonia and Slovenia grab a big peace 'of the cake'. The article further wondered why these four countries still insist on the principles of the Badinter's Commission, as they are already burried. Based of the discovery that the draft Agreement on the Normalization of the Relations between FRY and Croatia contains a hidden promise of Zagreb to recognize the SFRY continuity to Belgrade, the article concludes that 'in case this really happens, the foreign currency funds and all property of former SFRY will be inherited by Serbia and Montenegro, and the secessionists will be left with empty hands, after several years of digging for the treasure of the lost ark'. [02] RECOGNITION BETWEEN BELGRADE AND SKOPJE - DELICATEFR Yugoslavia should not be recognized so soon by Great Britain and France, was stated in yesterday's German daily 'Die Welt', adding that the danger from such an act, despite the opposition of the EU, is great. FRY should be conditioned by the recognition not only of Macedonia, but of all former Yugoslav republics, and until Belgrade does not do that, FRY will not join Europe, concluded the article.Bulgarian Foreign Minister Gjogji Pirinski said the issue of the mutual recognition of Belgrade and Skopje is delicate. According to agency BTA, he stressed that the parties involved in this process should be given a chance to peacefully find a solution which will be favourable for the whole region. Bulgarian independent daily 'Continent' claims it is only a matter of days when the Agreement between Belgrade and Skopje will be signed. Signing the Agreement Belgrade would have a double success. Apparently, it would not only be recognized by the EU, but also the blackmails on solving the issue of Kosovo would partly be removed. This is the reason, according to 'Continent', why USA are unsatisfied with the EU decision on the recognition of FRY. Official Zagreb has still not given a statement on the EU recognition of FRY, but Croatian opposition estimated it a catastrophe for Croatia, as the recognition of Zagreb or the re-integration of East Slavonia is not mentioned as a condition. [03] ITALIAN SUPPORT FOR THE EAST - WEST CORRIDORItaly has announced a great support and help for the construction of the transport corridor East-West, from Albania, through Macedonia and Bulgaria, to Turkey.According to 'Makpress' agency, this was said in the letter of the Italian President Oskar Luigi Skalfaro to Bulgarian President Zelju Zelev. The two presidents had a meeting, which was attended by the Ambassadors of Italy, Albania, Macedonia, Turkey and the acting Ambassador of US to Bulgaria. The realization of this project will be of greatest priority for Rome during the six months period of presidential mandate in EU, said Italian Ambassador Stefano Rastrelli after the meeting. Financial help of 30 million $US dollars from USA was also announced. Meanwhile, 'Makpress' also informed that Sofia is financially unable to accomplish the works on the rail track to the Macedonian border before 1997. The information in Bulgaria are that Macedonia will end its part of the work at the beginning of 1998. [04] DISCUSSIONS ON THE PRACTICAL APPLYING OF THE ACCORDHead of the Greek Foreign Ministry Department for Bilateral Relations, Ambassador Filonas and Head of the Department for Balkans, Dimitrios Kiprios, have arrived in Macedonia for political consultations. The practical implementation of the Interim Accord between Macedonia and Greece to the date, as well as in the future, will be discussed. Macedonian Foreign Ministry informed that the ways of improving the bilateral cooperation, as well as cooperation wider in the region, will be discussed.[05] JOB POSITIONS AT MACEDONIAN LIAISON OFFICE IN ATHENSA-1 Television informed that the newly appointed Head of Macedonian Liaison Office in Athens, Ljupcho Arsovski, will present the acreditives to the Greek Foreign Minister, Theodoros Pangalos next Monday.[06] UN REPORTS ON MACEDONIAMs. Elisabeth Rehn, Special Rapporteur of the UN Commission for Human Rights, arrived in Macedonia yesterday. Ms. Rehn is preparing a report on the human rights in Macedonia, which will be on the agenda of the next session of the Commission, scheduled for March 1996.Secretary General of the UN, Boutros Boutros Ghaly, submitted a report on Macedonia to the Security Council yesterday, suggesting complete independence of UNPREDEP from the Command in Zagreb. It is expected the Council will adopt a resolution on the issue, taking into consideration the situation in the Republic as well as in the region. [07] EXCHANGING EXPERIENCES ON MILITARY EDUCATIONChief of Staff of the Macedonian Army, General Trajche Krstevski, met yesterday with the delegation of the Military Academy of Turkey, led by deputy Commander of the Academy, General Jashar Mustezi. They discussed the successful cooperation between the two armies, specially in the training and education, as well as the cooperation planned for this year.Macedonian Armed Forces are also hosts to an expert team of the military education of Great Britain Armed Forces. During this visit, experiences will be exchanged in the field of military education and training of senior officers. [08] FAREWELL VISITS OF THE JAPANESE AMBASSADORChioshi Kurokava paid a farewell visit to Macedonian President, Kiro Gligorov, yesterday. Gligorov highly estimated the role of Ambassador Kurokava in the development of the mutual relations of Macedonia and Japan, and stressed the interest of their further improvement.Japanese Ambassador also met with the President of Macedonian Parliament and Macedonian Prime Minister Branko Crvenkovski. [09] LAW ON SPORTS PASSEDOn the 37th session of Macedonian Parliament held yesterday, the Law on Sports was passed with 72 votes. Minister of Education and Sports, Emilija Simovska said that, in accordance with the suggestion of the Government, the Sport Association SOFKA is being abolished and complete autonomy is given to the branch sport associations. Sports Council (a consultative body) and Sports Inspection are being formed within the Ministry, which was estimated by some of the parliament deputies as a politicization of the sports in Macedonia. The Law also, regulates the status of the Macedonian Olympic Committee (MOC), which was understood as interfering in the International Olympic Charter by some deputies. Simovska explained that the only thing regulated by the Law in connection with MOC is the way MOC will cooperate with the Ministries. The Law does not include regulations referring to sport objects, which is planned to be done additionally in the cooperation with competitive Ministries.[10] GREAT NUMBER OF INTERVENTIONSDuring the last year, Supreme Court of Macedonia had 428 cases. 335 of them were concluded with 50 abolition and 37 abrogation decisions, while 95 decisions for canceling the procedure and 125 initiatives to be refused were brought.128 cases refer to laws, 56 to governmental regulations, and 62 to acts of the communes. This was stated on yesterday's press conference in the Supreme Court of Macedonia, and was said that the great number of interventions show the legal regime has still not been developed enough. The interest of the citizens to raise the legislation level was also stressed. [11] LIBERALS ARE WAITING FOR AN OFFICIAL INFORMATION FROM SDSMA-1 Television reported that the information on the Executive Board of the Liberal Party discussing the situation in the Coalition the day before yesterday was denied by the Secretary of Liberal Party, Ace Kocevski. He said that the meeting held was of the parliamentary group, a regular one held before each session of the Parliament.Liberals, stressed he, will not comment on the conclusions of SDSM, until they are not officially informed by their coalition partner. According to unofficial sources of A-1 Television, leaders of Liberal Party and of Social Democratic Alliance of Macedonia had separate meetings with Macedonian President, Kiro Gligorov. The issues discussed are not known. Meanwhile, today's 'Nova Makedonija' states it is expected from Premiere Branko Crvenkovski to make the reconstruction of the Government today or tomorrow. MILS SUPPLEMENT[12] JOBS FOR 552 JUDGES('Nova Makedonija', 1 February 1996)It seems the third 'power' in the country - judiciary, will fulfill the expectations for a successful organizing a net of courts in the time due. The Supreme Court has already been completed, and the procedure of appointing judges at the appellate courts and courts of first instance jurisdiction has began. It is, therefore, realistic to expect that the teams of the courts will be completed at the term planned with the Law, i.e. till 1 June 1996. Members of the Macedonian Parliament, on the 36th session held last week, passed the Proposal on the number of judges at the courts of first instance jurisdiction. This was the necessary condition to start the procedure of appointing. The Supreme Court of Macedonia suggested 551 positions for judges, which they considered an optimum number to cover the net of 27 courts of first instance jurisdiction. In the parliamentary discussion, this number was increased for one. Supreme Court considered the analyses that lasted for several months, referring to the criteria of the possible engagement of judges. Many consultations took place with the personnel in courts, and several parameters were taken into account. In determining the norms, the scope of work was of great importance, as well as what is the structure of the work and how complicated it is. Also the number of unresolved cases, and many other factors which would affect the work of courts were taken into consideration. Each judge will have 17 investigative, criminal and juvenile delinquency cases per month. The number of economic crime cases allowed per month for each judge will be 65, instead the current 20. The number of criminal offense cases was reduced from the current 200 to 140, and the same number (25) of civil law cases will be maintained. Supreme Court considers this will ensure a more effective work of the judges and more qualitative decisions for the more complicated cases. According to the organizational net proposed, at the First Municipal Court of Skopje, 81 positions for judges will be available, while for the Second 76 positions are planned. As for the Courts of first instance in other towns of the country, the number of positions for judges planned is as following: Bitola, Kumanovo and Tetovo - 32; Strumica and Prilep - 27; Shtip - 24 (this number includes the positions of the court in Probishtip); Gostivar, Titov Veles and Ohrid - 20; Gevgelija - 18 (including the judges at the courts of Valandovo, Kavadarci and Kochani); Kichevo and Struga - 17; Radovish - 12; Kriva Palanka - 9; Debar and Negotino - 7; Berovo, Delchevo and Sveti Nikole - 6; Kratovo, Krushevo, Resen and Vinica - 5. With the numbers of these positions - 552 total, plus the number of 25 at the Supreme Court and 88 at the three appellate courts, the total number of judges in the country should be 665, including the presidents of courts. This number, according to the opinions of the competent persons in the judiciary, will be enough to ensure the new position of the judiciary, i.e. effective and independent judiciary.
