    Intermediate for BH Federation, Christian Schwartz-Schilling paid visit to Sarajevo yesterday where he talked to President of BH Presidency, Alija Izetbegovic and informed him about the actual implementation of the Federation and the situation in Bugojno, Stolac, Vares and Jajce, as well as about the conditions that should be fulfilled for the forthcoming elections in BH, our correspondent reported. During the discussion, Schwartz- Schilling warned about the necessity of an urgent international reaction in order to prevent an effort of the Republic of Srpska aiming to connect itself, instead of the state of BH, to the TV- communication system of Serbia. Schilling pointed out this would represent a serious violation of sovereignty of an internationally recognized state. tIf Milosevic really respects what he signed during the international negotiations, then he should warned Bosnian Serbs immediately about the impossibility to make any kind of connection, even TV-communication system, between the Republic of Srpska and FRYv, Schwartz-Schilling said.     [02] FULL COOPERATION OF BH WITH THE HAGUE COURT

    BH is the sole country in the region that fully cooperates with ICTY. Other countries, such as Croatia, made agreements on the cooperation but do not respect them. Two members of the different nationalities have been arrested here for the first time, according to the request of our Prosecutor. They would be, I do believe, extradite to us very soon which is the best proof that BH fully cooperates and understand as serious our dutyv, President of the Hague Court, Cassese stated, during his yesterdayFs meeting with BH Prime Minister, H. Muratovic, in Sarajevo. tThe Hague Court tries to reject the feeling of collective guilt, by replacing it with punishment of the criminals. Here, in the Hague, groups do not exist but only individuals. If the accused persons are really guilty they would be punishedv, Cassese pointed out. Criticizing the case of Croatia that presented to the Hague prosecutors evidence on the crimes committed by Serbs and Muslims, Cassese said: tIt is incorrect and aims to provide amnesty from responsibility for just one nationalityvMuratovic stated his Government will continue to cooperate in the investigations of war-crimes and extradite all suspected persons to the Court, no matter of their nationality. He also stressed that, independently of what is said by the Government or political parties, people will refuse to go to the polls, in the situation in which war-criminals are still dictating a political situation.     [03] WORSENING OF THE SITUATION IN BRCKO AREA

    During the last ten days, situation regarding the arbitrage upon Brcko, has been worsening again. A whole- day-lasting meeting between representatives of the Brcko municipality and Serbian side, under the umbrella of U.S. Embassy high officials, headed by Gen. Nes, IFOR Commander for the sector North-East, was held in Brka, near Brcko, few days ago. Twenty days ago, construction-firms from the territory of BH Federation entered in the Bosniak settlements of Brod, Dizdarusa and Begovaca in delimitation zone and started to reconstruct damaged houses. Bosniaks started to return to their homes and to cultivate their fields. But, during the last ten days, Serbian side announced reconstruction of the objects in these settlements in order to prevent the mentioned activity of the BH Federation. As stated by Munib Jusufovic, President of the Brcko municipality, cooperation with the Serbian side has been good and uninterrupted so far. tBut, with the exchange of the Kasagic government, former very cooperative negotiators became so radical that, if such a situation lasts, we can not find common interestsv, Jusufovic pointed out. IFOR and other international organizations keep repeating a full freedom of moving must be realized and only owners can enter to the houses in the area. Incidents can be expected in the actual situation, because, according to verified information, elite Serb diversionary units, dressed in civilian uniforms, are situated along the demarcation zone.
