COMMITTEE OF MINISTERS

RESOLUTION (83) 13 ON CYPRUS
(adopted by the Committee of Ministers on 24 November 1983 at its 73rd Session)
The Committee of Ministers, at its 73rd Session held in Strasbourg on 24 November 1983,
Considering that the aim of the Council of Europe is to achieve a greater unity between its
members;
Having heard the statement of the Minister for Foreign Affairs of Cyprus and the
statements of other Ministers and Representatives of member states in the Committee,
- Deplores the declaration by the Turkish Cypriot leadership of the purported
independence of a so-called "Turkish Republic of Northern Cyprus";
- Considers the declaration referred to above as legally invalid and calls for its
withdrawal;
- Declares that it continues to regard the Government of the Republic of Cyprus which is
represented in the Committee of Ministers as the sole legitimate Government of Cyprus;
- Calls for the respect of the sovereignty, independence, territorial integrity and unity of
the Republic of Cyprus;
- Requests that the good offices of the Secretary General of the United Nations may
continue with maximum intensity with a view to obtaining the most rapid progress possible
towards an equitable and lasting solution in Cyprus.
